The Vendor is required to provide video conference, in-person foreign language interpreter and document translation services on an as needed basis.
- Requirement:
• Interpreters are required to be available the length of a scheduled hearing.
• Services shall be available Monday through Friday from 8:00 a.m. To 5:00 p.m., or as needed, to meet board obligations.
• Services may be required, on a case-by-case basis, prior to 8:00 a.m., and after 5:00 p.m.
• If services are required for an eight (8) hour period, a thirty (30) minute unpaid lunch will be allowed.
• The requested hours of service may range from one (1) to forty (40) hours per week, per request.
• If a given location or panel has consecutively scheduled hearings on the same day that require interpretation for the same language, one (1) interpreter shall be assigned to interpret at both hearings.
• Half-day and full-day session:
1. Half-day session is defined as any portion of a consecutive four and one-half (4½) hour period of either a morning or afternoon session:
o Morning session begins no earlier than 8:00 a.m. and ends no later than 12:30 p.m.
o Afternoon session begins no earlier than 12:30 p.m. and ends no later than 5:00 p.m.
o Regardless, if the morning or afternoon session goes beyond the above times, the interpreter is entitled to hourly compensation.
o The compensation will be reimbursed in quarter-hour (¼) increments not to exceed the full day rate. (Hourly compensation is computed by taking the full day rate divided by eight (8) hours times the number of quarter-hours.)
2. Full-day session is defined as a consecutive eight (8) hour period of a morning session and afternoon session combined.
o If an interpreter is required to work after 5:00 p.m., until the conclusion of the hearing, the interpreter is entitled to hourly compensation after 5:00 p.m.
o The hourly compensation will be reimbursed in quarter-hour (¼) increments.
o In instances when a proceeding is scheduled to start at 10:30 a.m. or 11:30a.m., the interpreter is requested for the full day session.
• Interpreter services for incarcerated persons and parolees for board proceedings include, but are not limited to, parole consideration hearings, medical parole, youth and elderly offenders, and offenders with mental health disorder hearings.
• The interpreter may be asked to assist attorneys with interpretation when the attorneys meet with the incarcerated persons and parolees during breaks from the proceedings, or immediately prior to or after the hearing.
• The services will be provided, when necessary, to those incarcerated persons and parolees who understand little or no English as well as persons with limited language skills and disabilities, in accordance with the act.
• In-person interpreter is required, the interpreter shall arrive thirty (30) minutes prior to the start time of the proceeding and location as identified in the confirmation letter or any subsequent notification sent via e-mail.
• The interpreters must be punctual and take into consideration the approximate time required for parking, security screening and escorting to the hearing room at state prison facilities.
• In-person hearings, the interpreter shall be present with the incarcerated person during the hearing.
