The Vendor is required to provide professional American Sign Language (ASL) interpretation and related communication access services.
- The objective of this solicitation is to ensure that county departments have consistent access to high quality, certified interpreters who can facilitate effective communication for individuals who are deaf, hard of hearing, or deaf blind in compliance with the Americans with disabilities act (ADA) and section 504 of the rehabilitation act.
- Provide in-person and virtual (remote) ASL interpretation services.
- Service Types
• In-Person Interpretation: On-site American Sign Language (ASL) interpretation at County offices, meetings, public hearings, community events, or public gatherings within County and surrounding areas.
• Virtual Interpretation: Real-time ASL interpretation or Video Remote Interpretation (VRI) conducted through secure County-approved video conferencing platforms (e.g., Microsoft Teams, Zoom).
• Specialized Interpretation: May include services provided by Certified Deaf Interpreters (CDI), tactile interpreters for individuals who are Deaf Blind, oral trans iterators for individuals who rely on speechreading, Cued Speech trans iterators, and Signed Exact English (SEE) interpreters. Specialized services shall be provided upon request or when deemed reasonable and necessary to ensure effective communication in compliance with the Americans with Disabilities Act (ADA).
• Rush Hour Service Assignments requested within 48 hours of the required service time.
- Scheduling and Availability
• Vendors shall provide services on an as-needed basis, which may include weekdays, evenings, weekends, and holidays.
• Vendors must confirm interpreter availability within 24 hours of the service request or sooner for urgent needs.
• Vendors must maintain capacity to respond to same-day or emergency requests when feasible.
- All interpreters must hold a valid Registry of Interpreters for the Deaf (RID) certification or an equivalent nationally recognized credential. Interpreters must remain in good standing with their certifying body for the duration of the contract
- Services shall demonstrate cultural and linguistic competency, sensitivity, and neutrality.
