RFP Description

The Vendor is required to provide 9-1-1 advanced life support (ALS) ambulance services as a coordinated service to the city department’s current basic life support non-transport and transport emergency medical services (EMS).
- This coordinated system, also known as the “continuum of care,” encompasses every phase of patient interaction, including initial emergency response, prehospital care, transport, hospital admission, and post-discharge follow-up, ensuring that patients experience a consistent and high-quality care process throughout their journey.
- Optimal Patient Care – High-quality advanced prehospital medical care and interventions to ensure appropriate level of care and seamless transition from the prehospital environment to more definitive care settings, if needed.
- System Adaptability – Capacity and flexibility for adapting to deployment changes necessary to meet system demand and maintain level of service.
- From October 2024 – September 2025 it is estimated there were 11,828 calls for ALS service in the City of Ann Arbor. Of these incidents, 4,936 were normal traffic (non-life threatening) responses and 6,892 were priority traffic (life-threatening).
