The Vendor is required to provide gang outreach and violence interruption services necessary to achieve the city goal of ending the cycle of gang violence.
- Expected to produce outcomes where individuals receive the support needed to leave a life of gang involvement, intervene and de-escalate tensions that can lead to community violence, and pursue and promote community peace through all means available.
- Services includes:
• Outreach to and build relationships with individuals (i.e. participants) involved or affiliated with local gangs;
• Establish and maintain rapport with individuals at-risk of gang involvement or actively involved with gang life to dissuade them from gang membership and destructive activities to themselves and others
• Build and sustain a network of supportive service providers in the areas of housing, substance use treatment, mental health, health care, job skills training, and others capable of fielding referrals when individuals request support;
• De-escalate personal conflicts between individuals involved with or affiliated with local gangs;
• Mediate gang-related conflicts and tensions to reduce retaliation risks;
• Respond to imminent crises that have the potential to lead to violence to de-escalate tensions;
• Maintain a record of service activities and provide service performance reports while protecting resident confidentiality; and
• Collaborate and share programmatic information with city department staff assigned to provide case management support to residents.
- Commitment to evidence-based or emerging practices that:
• Establish and maintain productive relationships with community partners, community members, and other community stakeholders;
• Share methods to build partnerships with supportive service providers
• Detail mechanisms for making referrals to service providers;
• Identify and respond to potential gang-related shooting incidents;
• Identify and support individuals and groups at highest risk of involvement of shootings;
• Interrupt potential violence by mediating conflicts and preventing retaliation;
• Change behaviors and norms of those at highest risk of involvement of shooting; and
• Use data to inform daily efforts and make necessary changes to interruption strategies.
