The vendor is required to provide a large and complex website with significant architectural requirements.
- Application maintenance services (AMS):
• provide AMS on an ongoing monthly basis, based on bug tickets, minor enhancements, and other needs identified by the company team.
- AMS hours will be paid in advance, on a fixed monthly basis.
- The contractor is responsible for monthly reporting of actual AMS hours used, which may vary from one month to the next.
- Over the course of the contract, the province, at its discretion, may:
• Carry over unused AMS hours from one month to the next.
• Re-allocate unused AMS hours for delivery of ads projects.
• Increase or decrease future monthly payments to align with overall usage trends of AMS hours.
- DevOps and deployment
• Plan and manage agile releases on a rough monthly cadence, identifying and tracking any changes to be included within each deployment.
• Support iterative development and continuous improvement through agile release processes.
• maintain clear, reversible version control over all assets.
• leverage the province’s cloud-based infrastructure.
• Integrate both AMS and ads deliverables within a single deployment as appropriate.
• Conduct effective dev testing before proceeding to UAT.
• Refresh UAT and dev environments as needed.
• Coordinate UAT and prod testing with the company team.
• The province expects the contractor to follow best testing practices, including unit, system integration and user acceptance testing.
• Coordinate server deployments with province it teams, keeping in mind their standard working hours and seasonal code freeze requirements.
• Maintain readiness to reverse or hotfix deployments in case of unexpected behavior or deployment failure.
• Monitor the site and have response plans in place for unexpected behaviors including downtime, performance degradation, and synching failures across servers.
• Update technical documentation after each release, as appropriate, to reflect newly released changes.
• Contractor shall adhere to the warranty period commitments for all changes following the implementation into production.
- Database administration
• Review database design and business rule changes to ensure data consistency and integrity.
• Implement as planned/required for each release to ensure that operating requirements are not adversely affected.
• Assist in maintaining an acceptable level of data fragmentation.
• Assist in database re-organization as required.
• Provide design support as part of application support activity, as required.
• Implement new database releases to maintain compatibility with operating system.
• Contract should have excellent or expert level understanding of MS SQL.
- General consulting services
• Assess incoming service requests.
• Research appropriate technology solutions to challenges posed by the company team.
• Provide advice and share expertise.
• Develop project specifications and/or expand on specifications provided by the company team.
• Development and evolution of technical documents (e.g. 4+1 architecture document).
• Respond to queries from the company team.
• Attend, chair, facilitate, and capture decisions and action items within regular and ad hoc virtual meetings hosted through the province’s MS team’s platform.
• Develop close working relationships with business users and province it to ensure company are performing to expectations and opportunities for improvement are pursued.
• Assist business units in needs identification.
• Participate in business case and opportunity evaluation as required.
• Estimate time, effort and impacts.
• Recommend solution(s) and timeline(s).
• Prepare/present briefing notes or opportunity evaluations.
• Collaborate with other support and software suppliers.
• Prepare proposals, project plans and timelines.
• Recommend business improvements.
• Support annual and ongoing business and it planning.
- Sophisticated operations including source control, agile development, release planning, collaborative design tools (e.g. Figma, Zeplin), DevOps frameworks, unit testing, test automation, and the ability to perform server log analysis.
- modern design including mobile-friendly interfaces, responsive design, WCAG 2.0 aa accessibility compliance, technical SEO, custom UI/UX components, multi-media, interactive tools, and a compelling visual design.
- citizen-centered design for public sector clients, including clear and intuitive UI/UX, parallel content in multiple languages, and special considerations for key audiences such as youth, people with disabilities, and people with low English literacy.
- data-driven sites with features including performance optimization, personalization based on user accounts, data visualization, multiple relational databases, micro services, and external data feed connections.
- labor market information including rich occupational data, live job postings, post-secondary program listings, and earnings data, taxonomies like the national occupational classification (NOC) and north state industry classification system, and the logic behind career development tools such as county codes.
