RFP Description

The vendor required to provide websites development, maintenance and hosting to carry out a complete redesign of its three (3) websites, including initial assessment, design and development, as well as hosting management, technical maintenance and updates related to updates and continuous site improvements.
- Corporate and institutional website
1. Primary goal:
•    Corporation institutional role, including its governance, key initiatives, responsibilities and official communications.
2. Secondary goals:
•    Provide a central access point for corporate information, including company history, strategic plans, flagship projects, public reports and regulatory documentation 
•    Support recruitment efforts by showcasing career opportunities and company values 
•    Serve as a trusted reference for partners, media, government bodies, service providers and other stakeholders 
•    Strengthen the company’s transparency, credibility and overall visibility
- Aggregator and destination website
1. Primary goal:
•    Serve as the main digital gateway for corporation, highlighting the full range of tourism, cultural, and event offerings available on site
2. Secondary goals:
•    Increase visibility across search engines and aggregators to reach a wide audience, including tourists, families, schools and residents 
•    Structure data for use by AI assistants 
•    Serve as a central hub for activities, services and experiences offered by the company and its approximately 100 commercial and event tenants 
•    Efficiently direct visitors to tenant, attraction, and partner websites 
•    Provide practical information (hours, directions, parking info, etc.) In a clear and user-friendly way 
•    Support the promotion of both seasonal and annual events
- Museum site and transactional platform
1. Primary goal:
•    Centre offerings, streamline ticket purchases for exhibitions and activities, and deliver a fast, intuitive digital experience
2. Secondary goals:
•    Improve discoverability through search engines and content aggregators 
•    Structure data for use by ai assistants 
•    Support transactional features related to ticketing, reservations, packages, and group activities 
•    Highlight the value of a full day of educational entertainment at the MSC for families and groups alike 
•    Promote the interactive exhibitions 
•    Clearly communicate school, educational and event programming details 
•    Showcase the full visitor experience, including trip planning, what is included, and practical details 
•    Centre image as an educational, innovative, and year-round destination.
- Content management
•    Integration of artificial intelligence (AI) technologies—a design approach that anticipates evolving AI-driven practices and, where appropriate, enables the integration or use of advanced tools such as behavioral analytics, content personalization, automation and virtual support. 
•    This approach also aims to improve website visibility within generative AI environments by applying both SEO (search engine optimization) and geo (generative engine optimization) principles, ensuring that content is accurately interpreted and effectively surfaced by generative engines. 
•    The overall objective is to enhance performance and user experience, particularly for the old port of center websites. 
•    Content management autonomy—a simple, intuitive and flexible CMS that allows the company’s team to easily add or update web pages, features, filters, categories and content sections or subsections 
•    Efficient content management—a system that supports easy content transfer, migration, organization, and publishing 
•    Long-term technical sustainability–a solution designed to remain reliable and scalable over an expected ten (10)-year horizon, built on widely supported, standardized, and regularly updated technologies. The architecture must prevent obsolescence, support functional and security updates, simplify maintenance and allow for future enhancements without requiring a full redesign. 
•    This approach ensures a durable, stable platform that can adapt to evolving technologies and organizational needs 
•    Open and scalable architecture–a platform based on open architecture, compatible with external integrations (APIs and other third-party solutions).
- Requirement:
1. Assessment and recommendations
•    Carry out a thorough preliminary assessment, including a review of requirements, a UX audit and assessment of the current experience, an evaluation of design needs and an initial technology assessment
•    Lead collaborative workshop with business units and other relevant stakeholder groups or technical teams within the company. 
•    This phase should culminate in a thorough evaluation report and practical suggestions based on the latest industry standards, specifically tailored to the unique requirements and goals of each business division. 
•    The project must include a presentation and validation phase with key company stakeholders to collect feedback and refine the recommendations as needed.
2. User experience (UX) design
•    Design the site map and overall content architecture 
•    Design the key page templates, including content structure wireframes for both desktop and mobile versions.
•    Provide content architecture consulting services to help define the best structure (menus, filters, categorization, and taxonomy). 
•    The project must include a presentation and validation phase with key company stakeholders to collect feedback and refine the recommendations as needed.
3. Graphic design
•    Mock-up design
o    Two (2) distinct visual concepts must be developed for each website 
o    Mock-ups of 2 or 3 main pages to be presented for each visual concept 
o    Two (2) rounds of revisions must be included in the deliverables, based on needs, objectives and validation feedback. 
o    If additional iterations are required to reach final approval, they will be billed according to the rate outlined in the price list.
•    Implementation of the design approved by the company

4. Website development and programming
•    Back-end development and system configuration
•    Content management (CMS) feature
•    Configuration of security settings
•    Front-end development
•    Deployment of pre-production (staging), production and testing environments
5. Content migration and integration (bilingual content, in both French and english)
•    Include in its estimates the effort required to integrate 60 to 80 pages per website for each of the three (3) websites, including work to be completed following the automated import of dynamic pages
o    60 to 80 pages per website must be integrated manually, for pages that cannot be imported automatically
o    Proposed costs must include the effort required for the automated import of dynamic pages
6. Search engine optimization (SEO)–basic services to be included
•    Redirects for pages that have been modified or removed
•    Current SEO best practices must be rigorously applied, including optimal use of title tags, heading tags (h1, h2, h3, etc.), alternative text (alt tags), meta descriptions, robots.txt files and xml sitemaps
•    Also ensure that site structure, performance, accessibility and structured data comply with up-to-date recognized SEO and geo standards for 2026, to optimize organic visibility
•    Content must be designed around user needs and search intent
•    Content must also be optimized for generative ai platforms (geo), and include clear questions, well-defined entities and structured snippets
•    Compliance with google requirements
7. Installation of google analytics tags (with the option to link to the company’s existing ga data for each of its websites)
•    Set up ga4 for each of the company’s websites, ensuring a consistent and comparable data structure across all sites
•    Maintain historical continuity by linking, where appropriate, to existing google analytics data 
•    Define and implement key events, conversions and performance indicators aligned with the specific objectives of each business unit (destination, museum and transactional, corporate) 
•    Conduct quality assurance (QA) testing to confirm accurate data collection and reporting 
•    Document all configurations and provide appropriate access to internal teams 
•    Ensure full compliance with privacy and regulatory requirements, including country legislation, consent policies and CMP management, where applicable
8. Drupal hosting services
•    Hosting infrastructure located in country
•    Cloud-based hosting
•    Data security and compliance
•    Ability to scale infrastructure to effectively support peak demand, particularly during high tourism periods
•    A secure and optimized environment that ensures stable and reliable service
9. Website support, updates and ongoing development
•    A clear change management workflow that covers documentation, review and approval of all changes 
•    A systematic assessment of impacts on cost, timelines and scope prior to implementation.
