The Vendor is required to provide comprehensive grant application and writing services.
- The primary objective is to significantly strengthen department capacity to secure external funding for its ongoing and planned infrastructure investments.
- Consultant will play a critical role in aiding department pursuit of competitive grants to sustain and expand its vital programs and initiatives.
- Services include, but are not limited to, the full spectrum of grant lifecycle support: research, identification, strategic alignment, application development, technical writing, submission and report administration.
- consultant will be responsible for strategically maximizing the acquisition of grant funds necessary to ensure continued investment in the region's public infrastructure.
- The core intent of engaging consultant services is to strategically secure funding for a diverse array of Department of Public Works initiatives, encompassing critical investments in transportation, water and wastewater systems, environmental sustainability programs, and other essential Capital Improvement Program (CIP) projects.
- The Capital Improvement Program consists of improvements to roads and bridges; facilities at the seven County-owned and operated airports and airstrips; flood control facilities in unincorporated developed areas; and wastewater facilities owned and operated by the County.
- Application Preparation: Consultant Shall
• Provide consultation, planning and strategizing with the assigned County staff throughout the process.
• Review grant application guidelines with the assigned County staff.
• Assists in the scheduling of meetings, the development of timetables, proposal language and the development of the grant application.
• Develop timelines and strategy to ensure timely submission of the application.
• Structure workflow and execute work plan for the grant application.
• Collaborate with proper stakeholders to obtain signatures, data, forms, etc.
• Locate, identify, research, collect and analyze data as set forth in the grant application guidelines.
• Provide research and research assistance if necessary.
• Develop language for both the grant application narratives and data including, if necessary, charts, tables, and diagrams to illustrate data.
• Prepare grant applications and supporting documentation to ensure compliance with grant funding requirements and timely submission.
• Prepare supplemental documents required for grant application completion.
- Delivery and Tracking Completion:
• Prepare drafts of grant application proposals.
• Coordinate review and approval of the draft proposal documents with the assigned County staff prior to submission.
• Provide copies of the final and completed application to the assigned County staff prior to submission of the grant.
- Grant Administration Post-Completion:
• Identify reporting requirements.
• Prepare reports.
• Coordinate review and approval of the reports with the assigned County staff prior to submission to the Grantor.
• Provide copies of the final and completed and submitted reports to the assigned County staff.
