- Objectives
• Identify and assess the overall security risks and vulnerabilities across department facilities.
• Recommend mitigation strategies and associated resources to eliminate or reduce identified threats.
• Produce a department-wide comprehensive security risk assessment report and security master plan, that includes department-wide recommendations and site-specific plans for each hospital campus.
• Develop schematic design(s) and cost estimates and priorities for recommended physical and procedural improvements.
- Requirement:
1. Physical security assessment:
• Conduct a full inspection and evaluation of existing physical security features at each department facility, including perimeter security, lighting, building access control, surveillance systems, intrusion detection, key control, and guard force operations.
2. Systems review and recommendations:
• Security systems and policies.
• Provide specific recommendations for physical and procedural enhancements, including:
o Upgrades to access control, video surveillance, and intrusion detection systems.
o Recommended equipment, specifications, and estimated costs.
o Staffing and training enhancements to improve security operations.
3. Crime prevention through environmental design (CPTED) evaluation:
• Perform a CPTED analysis of the grounds, parking areas, lighting, fencing, landscaping, and other environmental factors affecting facility security.
• The CPTED review shall be conducted by a certified CPTED practitioner.
4. Security risk assessment reports:
• Summary of findings and identified vulnerabilities
• Multiple solution options for each identified risk
• Prioritized recommendations (immediate, short-term, and long-term)
• Estimated costs for each recommended improvement
• Identification of potential funding sources (federal, state, local, or grant opportunities)
• Review and recommendations related to current emergency response plans and emergency notification systems
5. Security master plan development:
• Compile findings from all facilities into a department -wide security master plan that prioritizes capital improvements, defines implementation phases, and provides standardized security design criteria for future projects.
6. Schematic design(s):
• Develop schematic-level drawings for recommended physical improvements to buildings and site areas.
• Drawings shall illustrate proposed security upgrades and spatial changes necessary for implementation.
