The vendor required to provide abuse treatment and case management services for identification, evaluation, case management, and placement of criminal justice involved people suffering from substance use and mental health disorders into treatment to address their underlying criminogenic needs as a proven alternative to the formal criminal justice system.
- The program’s outpatient services include a combination of individual counseling, group counseling, and education.
- These services vary in intensity, and the emphasis is on assessment, treatment, and ancillary services.
- Case manager
• Must possess a bachelor’s degree in criminology, social science, social work, criminal justice, or a related field from an accredited institution; and a minimum of three (3) years of professional experience providing case management or community supervision services for criminal justice-involved, substance-abusing clients; or
• Hold a CCJAP (certified criminal justice addiction professional) or CCJAS (certified criminal justice addiction specialist) certification from the board, with at least three (3) years of professional experience providing case management or community supervision services for criminal justice-involved, substance-abusing clients.
• At least one (1) case manager must be bilingual in english and Spanish.
- Provide the following services: individual therapy, group therapy, self-help and support group referral, and tracking, relapse prevention counseling, aftercare, drug testing, and any referral to any other community services or resources deemed appropriate for the client, as detailed below:
1. Assessment
• An assessment is conducted by the provider for each person referred to the program to determine risks, needs and appropriate level of treatment intervention.
• The assessment shall include a trauma component.
• The assessment highlights clinical issues.
• The tool used by the provider must be evidence based.
2. Individual therapy
• Individual therapy services shall be provided as prescribed in the individual treatment plan.
• The individual treatment plan shall be developed for each participant within thirty (30) days of admission.
• collateral services shall be done face-to-face or by phone and occur when the counselor makes Contact with court team members (probation officers, lawyers, state agencies, case workers) or family members, employers, or other medical providers.
3. Substance abuse group counseling
• Group therapy shall be provided in groups not exceeding twelve (12) participants.
• During group therapy, participants learn to share their thoughts and feelings openly, realize that they are not alone (universalize), model and discover appropriate behaviors from others, practice showing empathy and concern for others and develop new social skills of cooperation, learn to give and receive feedback, problem solve and teamwork.
4. Intensive outpatient substance abuse group counseling (IOP)
• Group therapy shall be provided in groups that do not exceed twelve (12) participants. substance abuse intensive outpatient treatment groups may be up to three (3) hours in duration and may be attended up to three (3) days per week.
• IOP is designed to establish psychosocial support and facilitate relapse management and coping strategies, and address problems related to social, psychological, and emotional wellbeing.
5. Case management
• Refers a participant to a treatment provider, the participant shall be assigned to a treatment case manager.
• The treatment case manager shall assist with referrals to other agencies and ancillary services as needed.
• Such activities on behalf of a participant occur both face-to-face, or in some situations, the participant may not be physically present.
• Examples would be interventions with a utility, a food stamp office, determining Medicaid eligibility, agency placement, etc.
• Provide case management services at sites centrally located in orange county, preferably near bus routes so that all participants have access to case management.
• The treatment case manager shall communicate frequently and directly with court case managers and peer engagement specialists to ensure services and referrals are coordinated.
• The treatment provider case manager is responsible for tracking community referrals in the court’s case management system.
