The Vendor is required to provide residential case management services for include:
• The awarded offeror(s) will directly supervise and monitor offenders in a residential environment.
• Access to local community as related to their individual community supervision and reintegration plan (the reintegration plan provided by the offender prior to their placement in the community) but will reside at the offeror’s residential community location until transitioned to family preservation or independent living.
• Participate in each offender’s community supervision and reintegration plan by attending transition meetings prior to facility discharge.
• Awarded offeror(s) program services will include the following:
1. Facility supervision
o Adequate provisions for direct facility supervision, staffing and security.
o Facility rules and expectations should be consistent with AR form 1600-01m, YOS phase iii community supervision lawful order
o All disciplinary actions will be reviewed and approved in conjunction with the assigned facility officer and youthful offender system (YOS) supervisory staff prior to imposing sanctions.
2. Drug testing – random, weekly urinalysis (UA) or oral swabs
o Eight (8) random supervised UAs or oral swabs per month for the first six (6) weeks.
o Four (4) random supervised UAs or oral swabs per month after the initial six (6) weeks if no positive results are detected.
o Two (2) of the UA or oral swab tests within the first six (6) weeks must test for multiple drugs.
o One (1) of the UA or oral swab tests after the initial six (6) weeks must be test for multiple drugs.
o All testing must include alcohol and marijuana detection per department policy.
3. Restitution assistance
o Assist offenders with contacting county courts (county of conviction) to make payment arrangements to satisfy restitution ordered by the courts.
- Case management services component
• Explain how their proposed program will provide adequate case management services to assist offenders housed to prepare for successful community reintegration and implement the offender’s phase iii community supervision and reintegration plan.
• Services must include the following:
o Pre-placement planning and services
o Orientation planning and services
o On-going case management services, including employment, education, community service, cognitive intervention educational services, pro-social community activities, treatment programming and referrals, monthly progress reporting and other record keeping and reporting
• Case management must meet with each offender weekly to determine needs.
• All appointments must accommodate the working hours of the offender.
• All interactions must be documented in the chronological record of the offender if available, or forwarded to the supervising community parole officer monthly.
