The Vendor is required to provide for special district administration and debt management services.
- Annual Assessment Administration
o Apply assessments to each parcel in accordance with the approved engineer’s report and the established method of spread.
o Prepare and submit assessment files to the county auditor-controller in the required format, research and correct any county-rejected entries, and resubmit them as needed.
o Serve as the city’s technical liaison with the county auditor controller regarding assessment levy processing.
- Provide support to city staff in researching current and historical tax roll information, ownership, and delinquent status from the county tax system.
- Provide asset management services including the ability to estimate future capital asset replacement, as required by staff.
- Assist with new assessment or special tax district formation, if necessary.
- The consultant shall also perform arbitrage rebate calculations at least every five years, upon City request for shorter periods, and complete the final computation at bond maturity.
