The Vendor is required to provide collection destruction services for include:
• Negotiate and finalize project contract and scope of work promptly once notified of award.
• Review relevant per- and polyfluoroalkyl substances (PFAS) destruction and sampling guidance examples to assist with setting eligibility criteria for this project.
• Review phase 1 scope of work example (to be provided to selected contractor).
• Review other state aqueous film-forming foam (AFFF) collection and destruction examples (three examples to be provided to selected contractor).
• Evaluate AFFF material registrations, type, quantity and locations and assist with designing collection boundaries, pickup strategies or collection drop-off locations and containment practices (as necessary), and recommendations for transportation requirements (statewide data to be provided to selected contractor).
• Evaluate potential state or local permitting requirements for air, land or water release/disposal/discharge based on destruction technology.
• Evaluate appropriate treatment and disposal of AFFF containers.
• Frequent meetings with state agency to perform objectives (can be in person or virtual).
• Prepare draft AFFF.
• Include solicitation of input from potential vendors to ensure the document expectations are comprehensive and clear.
• Coordination time with the state fire Marshall at the department for buy-in on collection regions and strategy to ensure proper communication plans can be developed with local fire departments.
• Coordination time with department and state agency fiscal administration.
• Prepare final AFFF
• Prepare example AFFF phase 2 framework to be utilized by state agency for selected vendors for each region.
