RFP Description

The Vendor is required to provide graphic design services and partner on communications opportunities.
- These services are essential to meet the immediate, ongoing, and critical communication needs of the division.
- Must demonstrate a thorough and nuanced understanding of, and proven ability to effectively navigate, the unique communication challenges and specific characteristics inherent in local government operations.
- This includes:
•    Policy Environment: An awareness of election law, public records policies, and internal county policies that govern the creation and dissemination of public information.
•    Political Environment: Sensitivity to the non-partisan and impartial nature of election administration, ensuring that all communication is unbiased, accessible, and contributes to public trust.
•    Programmatic Environment: The ability to translate complex election processes, voter registration requirements, ballot measures, and public services into clear, concise, and visually compelling materials for a diverse electorate.
•    Visual Asset Creation: Development of visual assets, including graphic design, illustration, and photography. This includes creating new brand concepts and materials to enhance community understanding of outreach messages.
•    Culturally Specific Communications and Outreach
- Develop and implement culturally and linguistically appropriate outreach strategies, including expansion of social media reach, transcreation of campaigns, creation of culturally-specific assets, and building relationships with community leaders and media.

•    Voters' Pamphlet
o    Graphic design (e.g. cover, filler, location changes, back cover)
o    Audio version - May 2026 (e.g. Title cards, joining mp4 files)
o    Large print VP creation
•    Ballot packet inserts (VCE/Track your ballot, etc.)
•    Voting Center Express (VCE) flyer updates
•    Official Drop Site Google Map updates
•    Signature challenge resolution letter updates
•    Elections YouTube Admin (upload videos, etc.)
•    Business card design
•    "I Voted" virtual sticker update
•    Website backup support
•    Website thumbnail creation
•    Voter Notification Card updates
•    On call recruitment flyers
•    Org chart updates
•    Voter Assistance Team (VAT) flyers
