The Vendor is required to provide consultant or consultants with extensive experience in software development, database software, data management, big data sources and analytics, travel modeling, data analysis, and data acquisition (e.g., surveys, big data, traffic counting methods, etc.), including working in the context of a division data management arena.
- Mobility Section Staff also manage a short duration traffic data collection program consisting of several thousand short-duration (typically 48-hour) counts each year, carried out across the state.
- These devices provide continuous count data 365 days per year, which section staff download, clean, store, and make available to customers inside and outside division, including analysis of these data for a variety of engineering and planning purposes.
- Acquisition, analysis, and provision of private vendor vehicle data. Such data is composed of vehicle volume and speed data taken from vehicles using public roads, available from companies such as Inrix and Streetlight, which in turn acquire their data from other companies that provide cell phone and GPS device services and data.
- Software recommendations reports / software integration plans / software upgrades that implement plans and recommendations. These will include on-premises, server-based, and cloud-based applications.
- Presentation materials for internal/external use
- Mobility related research reports and implementation plans

- Products resulting from assistance in developing, upgrading, calibrating/validating, and operating travel demand forecasting models (e.g., modeling scripts and data, documentation and reports etc.)
- The GIS Section’s primary responsibility can be described as the acquisition, maintenance, analysis, and dissemination of roadway and roadway characteristic data, as well as related data such as boundaries (e.g., municipal boundaries, etc.), environmental data, and transit information.
- Roadway data involves line work showing roadway alignments for all publicly traversable roads in the state, an associated linear reference system to manage roadway characteristic data, and a wide variety of such characteristic data.
- These data also include numerous classes of assets associated with the roadway, such as guardrails, culverts, signs, etc.
- Systems and data integration with other business units
- Tabular data creation, analysis and editing.
- Database design, development and management
- Development of data collection applications
- Services to migrate legacy data to the new data system.
- Handling technical support requests from users of various applications maintained by the unit
- Connecting to and processing real-time data feeds, and rendering outputs in various formats, including tables and GIS layers.
- Review and analysis of deliverables from a division consultant working on various types of projects, including: software development, field data collection, imagery collection, user needs studies, and data integration.
