- Geographic information systems (GIS) services to implement recommendations from the city’s 2025 GIS needs assessment.
- The 2025 GIS needs assessment identified key priorities, including the establishment of a centralized GIS database, development of a city-wide data dictionary, standardized data workflows, improved integration with county and partner datasets, structured staff training, and ongoing consulting/staffing support.
- Objective
• Reorganize and optimize the existing AGOL (ArcGIS online) environment into a structured citywide data hub.
• Establish data governance, naming conventions, and permissions to function as a virtual geodatabase.
• Create and document a standardized schema and citywide data dictionary.
• Develop a consolidated citywide GIS viewer to reduce redundancy and centralize authoritative datasets.
• Establish data sharing agreements with the county and other key partners to streamline data exchange.
• Conduct an addressing framework assessment to align city data with county and USPS standards.
- Tasks
1. AGOL reorganization and governance
• Conduct a content inventory and audit of AGOL layers and applications.
• Reorganize data using standardized naming conventions, permissions, and folder structures.
• Document governance standards, including metadata requirements and user access protocols.
• Establish synchronization between AGOL and county parcel and address datasets.
• Provide departmental training and orientation sessions.
2. Standardized schema and data dictionary
• Inventory and clean up existing AGOL feature layers.
• Reorganize data under a standardized schema and naming convention.
• Create a citywide data dictionary as a searchable pdf or AGOL hub resource.
• Train staff editors on standardized domains, field values, and naming rules.
• Integrate schema review into the annual GIS governance process.
3. Citywide GIS viewer development
• Conduct design workshops with departments to define viewer requirements.
• Configure the viewer with core layers (parcels, addresses, zoning, utilities) and departmental overlays.
• Perform user testing and implement revisions.
• Decommission redundant viewers.
• Document governance, update, and permission protocols.
4. Data sharing agreements with county and partners
• Draft and finalize data-sharing agreements with county staff and legal review.
• Define update frequency, delivery methods, and file formats.
• Configure AGOL to consume county live services where possible.
• Develop a workflow checklist for manual updates when needed.
• Assign departmental liaisons for data maintenance and communication.
