RFP Description

The vendor required to provide GIS consulting firms to conduct an organizational-wide GIS audit and develop actionable recommendations to improve the integrity, usability, and long-term governance of GIS data and workflows.
- The consultant will assess current GIS asset data structures, editing practices, and departmental procedures to identify data gaps, inconsistencies, and integrity issues, including missing or insufficient identifiers necessary for integration with enterprise systems (e.g., work order management systems, asset management platforms, utility billing, permitting, etc.).
- Requirement:
1. Project discovery
•    GIS platforms and database architecture
•    Existing GIS asset layers and datasets
•    Data editing and publishing workflows
•    Data stewardship roles across departments
2. GIS data and asset integrity audit
•    Inventory and evaluate datasets with emphasis on “asset” layers (e.g., sewer mains, valves, manholes, utility infrastructure)
•    Assess datasets for
o    Attribute completeness and consistency
o    Logical rules
o    Spatial integrity
o    Schema standardization
o    Existence and quality of unique identifiers and primary keys
•    Identify assets lacking key fields needed for
o    Relationships to other systems
o    Lifecycle and maintenance tracking
o    Field data collection and inspection
3. Workflow and editing practice assessment
•    Evaluate how GIS data is currently edited, created, and maintained across departments
•    Identify non-standard practices that contribute to data degradation
4. Evaluation of the city’s current GIS operating model
•    Provide guidance on how departmental GIS staff should align to citywide GIS standards, define optimal GIS roles in departments
•    Assess how departmental GIS responsibilities are assigned, managed, and coordinated across the organization, examine opportunities for improvements
5. Data standards, schema and field requirements
•    Naming conventions
•    Attribute field requirements
•    Unique identifier and primary key standards
•    Relationship requirements to integrate with enterprise systems
6. Remediation plan and corrective action recommendations
•    Develop a remediation plan that includes a prioritized list of issues and corrections
•    A corrective actions strategy
7. Sop development and governance documentation
•    Develop or update standard operating procedures (SOPS) and documentation for GIS creation and editing
8. Knowledge transfer and stakeholder training
•    Applying standards
•    Implementing workflows
•    Maintaining data integrity
•    Creation and editing best practices.
