The vendor required to provide geographic information systems (GIS) to consulting services to maintain, modernize, and advance the city’s enterprise GIS environment and associated workflows.
- Critical migration, transition, and enterprise upgrade
• The primary objective for year 1 is to successfully upgrade the ArcGIS enterprise environment to the next long-term support release
• This phase requires identifying and implementing a robust, temporary solution to ensure operational continuity during the city’s asset management system evaluation period.
1. Lucity bridge solution implementation
• Requirement: recommend, develop, and implement a non- ArcMap bridge solution to support existing lucity workflows and data synchronization processes.
• This solution must maintain the integrity and continuity of field operations and data maintenance.
• Testing and documentation: thoroughly test the selected alternative solution(s) to ensure operational continuity.
• Deliver comprehensive documentation and training for the new bridge workflow.
2. ArcGIS enterprise upgrade
• Requirement: execute a full, seamless upgrade of the existing enterprise GIS from 10.9.1 to a modern long-term release
• Components to be upgraded: ArcGIS server, ArcGIS datastore, portal for ArcGIS, and geodatabase (development and production environments).
- Strategic maintenance and digital modernization
• Mandatory upgrades: performing mandatory yearly ArcGIS enterprise and geodatabase upgrades to maintain currency with Esri’s long-term releases.
• Architectural review: reviewing the GIS architecture, performing performance tuning, and providing general troubleshooting and stability support.
• Geodatabase management: implementing geodatabase management best practices, including optimization, data replication processes, and necessary schema changes.
• ArcGIS online: ArcGIS online administration, maintenance, performance enhancement, and the establishment and execution of robust backup strategies.
• Service-based transition: assistance with the full transition to a service-based architecture, optimizing map services and feature layers.
• Legacy process replacement: strategy development for legacy GIS processes (beyond the initial lucity bridge solution), focusing on identifying and replacing old, unsupported scripts and tools.
