The Vendor is required to provide GIS consultant services to census and GIS data review, the consultant will conduct a comprehensive technical review and analysis of the following existing plans to evaluate their implications for land use:
• Current comprehensive plan
• Current unified development code with focus on recent updates
• Tree protection and replacement ordinance
• Comprehensive transportation plan
• Water distribution and sewer system master plans
• Other relevant county plans as identified by the county.
- Public engagement and stakeholder collaboration
• Anticipated schedule for the proposed update, including all relevant milestones
• Assistance with steering committee formation and facilitation of associated meetings
• Identified engagement methods to reach diverse constituents (including a minimum of three town hall meetings and an interactive website designed to meet the web content accessibility guidelines (WCAG) version 2.2 level aa)
• Determination of dates, locations and staffing plan for meetings and workshops
• Notification process with methods of outreach
• Development of marketing and public presentation materials, including web and on-line options
• Summary of information and feedback collection methods from stakeholders and attendees
• Coordination of required reporting of public feedback for steering committee meetings after each phase
• Documentation of how public and stakeholder feedback informs draft plan components

• Color palettes and symbology used in the project must be compatible with (available in) the ESRI online web format.
• Many colors, border colors, border dashing, hatching, etc., are not available in this media, therefore your submission must meet this requirement.
• Any labels must be tied to existing fields in the data.
• In order to re-print maps for our own use and at different sizes and scales and to have the data available in multiple formats (e.g. Online) for our users: we require copies of the pdf’s, the GIS data exported, GIS layerfiles for symbology, any definition queries, and the .aprx (mapping document) deliverable from the consultant.
• This will allow us to continue to serve the planning department and be able to add this new data to the county’s enterprise GIS, and to do so in the most expedited timeline.
• County is currently using the ESRI 11.5 software.
• To ensure data completion, data integrity, and final data usage; large polygon sets should be properly dissolved, have proper topology (no donut holes, slivers, overlaps, etc.).
• Some, or all, products from this delivery will be made available to the public via our GIS open data website and policy.
• We are committed to providing our residents with accessibility.
• The GIS department requires a 2/3rds health check – data submission.
• This will enable us to check that data is compliant early, pre-load data into our systems, and allow extract time to assist consultants with any questions issues.
