The vendor is required to provide human resources and workplace management consulting services for include:

• Human resources
• Management services
• Occupational safety and health and workplace environment
• Race or social justice consultants or practitioners
• Training and counseling services
1. Education - planning and management
• Includes policy, curriculum and program development; implementation; training or coaching; assessment design or implementation; management, administration or evaluation of educational programs; teaching; professional development; or performance target development or achievement.
2. Human resources
• Includes human services and personnel services studies, analysis, evaluation, monitoring, recommendations, review, recruitment, advertising development, selection, retention training, counseling, dispute resolution, performance audits, surveys, bargaining, intervention, reports, or expert witness.
3. Management services
• Includes management and organizational studies and strategic business planning and process redesign or analysis, evaluation, monitoring, assessments, recommendations, development, planning, review, facilitation, reports, or expert witness.
4. Occupational safety or health and workplace environment
• Includes occupational safety or health and workplace environment studies, analysis, assessments, surveys, evaluation, monitoring, recommendations, review, outreach, research, training, reports, industrial hygiene, laboratory services, or expert witness.
5. Race or social justice consultants or practitioners
• Includes consulting around a range of disciplines that specialize in enhancing the practice of multiculturalism or the specific knowledge or experience in a wide variety of models to address training for racial inclusion or equity.
• Priority will be given to firms or individuals that have experience addressing issues of institutional or, structural racism or, different types of oppression such as: anti-racism, multicultural organizational development, democracy building with a focus on racism or race relations, racial healing or reconciliation.
