RFP Description

The vendor required to provide human resources (HR) consulting services to ensure continuity of service, provide mentorship, build internal capacity, and temporarily redistribute workload during the department’s leadership transition.
- Requirement:
1. Labor relations
•    Provide guidance to the internal HR team throughout employee grievance processes.
•    Assist, as needed, during collective bargaining negotiations.
•    Review drafted HR-specific agency upon request.
2. Compensation and benefits management
•    Advise on classification and reclassification studies, upon request.
•    Support development and vendor negotiations for benefit-related services.
•    Provide guidance on compliance requirements (e.g., cobra).
•    Review previous aca filings, provide feedback on processing and ensure compliance. 
•    Review filing schedule for self-insured annual reporting requirements including worker’s compensation.  
•    Review of compensation package with benefits and recommendations for future consideration.
3. Recruitment
•    Assist with onboarding and candidate outreach for seasonal and part-time positions.
•    Conduct initial applicant screening for assigned vacancies.
•    Review onboarding process for process improvements and new employee preparedness. 
•    Safety forces recruitment and hiring process roles and responsibility review between police, fire, and HR personnel.
- Internal capacity building
•    Provide coaching and mentorship to the transitioning HR manager.
•    Recommend organizational or workflow improvements to strengthen long-term operations.
•    Assist in identifying training and development resources for internal staff.
