The Vendor is required to provide executive search firms (respondents) to assist the agency board of trustees and staff in preparing and conducting a comprehensive nationwide search for a chief executive officer (CEO) for the agency.
- Development of position description
• Perform surveys with identified stakeholders to begin development of a job specification for the Board.
• Work with the Board to identify executive skillset most desired in next CEO.
- Work with the Board to develop a wage and benefits package for new CEO.
- Recruitment
• Identify potential candidates.
• Conduct a diverse national recruitment: source candidates via a variety of different channels including advertising in nationally recognized publications likely to attract qualified candidates; proactively reach out to candidates in the marketplace who may not be actively seeking the position; access the Respondent’s network of qualified C-level candidates; utilize other industry best-practice recruitment strategies.
- Conduct candidate screening
• Conduct educational and criminal background checks on the most qualified candidates.
• Conduct background checks for whether:
o Any civil judgements, claims, litigation, or contract disputes are pending or have been instituted against the most qualified candidates in the past 10 years, and
o The most qualified candidates have been the subject of any regulatory or license agency sanctions in the past 10 years.
• Search news articles and reports for mentions of the most qualified candidates.
• For candidates in serious consideration, conduct in-depth reference checks with individuals who are or have been in positions to evaluate the candidate’s job performance; reference checks should ascertain the candidate’s strength in relation to the job description prepared by the Board.
- Prepare a report summarizing the results of the recruitment process and the candidate screening results and assist Trustees in the selection of candidate Finalists; Respondent shall guide the selection through the entire process, up to and including the presentation of the top candidates to the Board.
- Provide support, including scheduling final candidate interviews, preparing interview questions, coordinating meeting room accommodation, and all logistical support associated with final review effort.
