The vendor is required to provide housing strategy development aligns with priorities set out in the draft 2025 regional plan that identifies the development of a housing strategy to support the construction and retention of affordable housing.
- The housing strategy will relate to data collection and analysis, maintaining the affordability and suitability of existing housing, supporting provision of non-market and supportive housing, and alignment with efforts to address homelessness.
- Explore tools and best practices for municipal support of affordable housing
1. Analysis:
• A review and summary of best practices for municipal support of affordable housing.
• The summary will include case studies from other municipalities and government bodies with similar housing service delivery models.
• An analysis of what a transition to increased involvement in developing affordable housing would require in terms of legislative changes, human resources, and financial resources,
2. Recommendations:
• Options for implementing these best practices under agency existing legislative framework and financial context, differentiating between operational actions and aspirational actions (i.e., changes to existing actions and initiatives and new actions and initiatives).
• Considerations for further study into the municipality’s increased involvement in developing affordable housing (e.g., through legislative change, new fiscal tools, a municipal housing corporation, etc.).
- Facilitate discussions on the municipal role in housing
1. Business unit representatives to determine how each business unit
• Understands agency current role in housing;
• Understands the individual business unit’s role in housing;
• Envisions what agency role in housing should be; and
• Envisions what the individual business unit’s role in housing should be.
