The Vendor is required to provide from consultants with expertise in public sector labor relations services, which includes labor negotiations, assisting the department in advising the city manager and the city council in employer-employee relations, and assisting the department with meeting and conferring in good faith with representatives of recognized employee organizations.
- Consultant shall include, but are not limited to, the following:
• Serve as the city’s chief spokesperson and negotiation team leader during contract negotiations; provide advice/guidance to HR director, city manager, and other city staff as deemed appropriate.
• Provide meeting summary notes as requested.
• Attend planning meetings, closed sessions, public meetings/hearings and/or staff meetings related to city labor relations issues assigned to consultant.
• Advise the city on possible labor relations impacts/outcome of certain actions, fulfill city directives, and retain accountability for actions.
• Recommend strategies for successful outcomes in negotiations; assist in the development of management proposals and positions.
• Serve as the city’s consultant/advisor for situational meetings and conferences as needed, including but not limited to, meet and confers, employer-employee relations matters, statutory changes, pension modifications, work schedule changes, revisions of departmental rules and staffing guidelines, and any other unforeseen changes if ever needed.
• Consult and provide written consultation notes with city representatives and as requested, with city’s benefits manager to assist in the design of pension, health and other employee benefit plans and strategies.
• Provide labor relations consulting and supervisory training as requested.
• Consult with city staff on grievance handling and other conflict resolution procedures.
• Advise the city on industry trends, best practices, and innovations in public sector labor relations.
• Provide city assistance, advice, and as-needed representation on administrative matters, including but not limited to board issues and hearings.
• Draft reports, correspondence, MOU language and/or other written communication related to assigned issues as requested by the city.
• Respond in a professional and timely manner to the city’s requirements for labor relations services and directions.
• Maintain availability and accessibility to the city twenty-four (24) hours, seven (7) days per week on an as-needed basis.
