The vendor is required to provide salt management plan shall address all requirements and recommendations contained within the code of practice for the environmental management of road salts and provide best management practices for:
• Policy statements and overall context of salt use
• Salt storage and efficient loading and mixing practices
• Level of service policy, material application rates, and best practices in alternate treatment methods
• General use on roads, parking lots and sidewalks (including application rates, sand and salt blend ratios, liquid applications, etc.)
• Snow removal and disposal management.
- Supply all expertise required for the preparation of a new winter road and sidewalk maintenance policy including:
• Best management practices maintenance standards for snow plowing and sanding and salting for roads and sidewalks in accordance with state regulation 239/02 of the municipal act and best practices.
• A road and sidewalk classification in accordance with state regulation 239/02 of the municipal act and best management practices service levels for maximum and acceptable depths of snow and maximum acceptable times to plow and sand and salt.
• Minimum and recommended winter road and sidewalk patrol standards including
• Sand and salt distribution rates for all road and sidewalk classes
• Development of staff orientation and training material to ensure training is comprehensive and supports risk mitigation
• Develop a shoulder season policy when full winter program is not in place to protect against unseasonal weather conditions requiring a winter response.
• Develop pre and post season procedures to allow for timely preparation for winter season.
• Review of all recent court cases pertaining to claims incorporating appropriate practices to mitigate risks related to winter maintenance as determined in these court decisions.
• Perform a risk profile of current regulations and standards and court decisions that may be counter to the regulations and make recommendations on risk management.
- The preparation of a five (5) year strategy detailing the review of all winter road and sidewalk maintenance components, policies and practices including, but not limited to:
• An investigation of the need for remote weather monitoring equipment and recommend potential town purchases
• A review of the current town GPS capabilities including mapping, reporting and archiving and recommendations of potential system upgrades to optimize reporting and data management
• A review of the current road and sidewalk snowplow rout maps and provide recommendations for revisions to the snowplow routes to provide increased efficiency, including the creation of all recommended road and sidewalk snowplow route maps.
• An investigation of the availability of snowplow route mapping software and recommend potential town purchases
• Recommendations on the number of road and sidewalk snowplow routes required based on the recommendations of the winter roads and sidewalk maintenance policy, including the creation of all recommended road and sidewalk snowplow route maps
• Review current staffing levels (appropriate mis of town and contracted services), staff standby procedures, and hours of operations (shift work) based on the recommendations of the winter roads and sidewalk maintenance policy
• Recommended key performance indicators for the areas of
o Risk management
o Environmental stewardship
o Public safety
o Level of service performance
o Infrastructure protection.
