The vendor is required to provide strategic plan development for agency and guiding agency through all phases of the strategic planning process.
1. Project initiation (month 1-2)
• Conduct a project kick-off meeting with key stakeholders.
• Develop a project timeline and work plan.
• Identify internal and external stakeholders to participate in the process.
• Review and assess existing agency documentation, reports, and previous plans.
2. Organizational readiness assessment (month 3-4)
• Conduct an organizational readiness assessment using county guidance.
• Identify strengths, weaknesses, opportunities, and threats (swot) related to the agency current capacity.
• Facilitate readiness discussions with leadership and staff.
• Deliver a readiness assessment report with key findings and recommendations.
3. Stakeholder engagement (month 4-5)
• Develop a stakeholder engagement plan.
• Facilitate focus groups, community forums, and interviews with key stakeholders, including agency
• Leadership, staff, community partners, and residents.
• Utilize qualitative and quantitative methods to collect stakeholder input.
• Document and synthesize stakeholder feedback into a comprehensive engagement report.
4. Environmental scan (month 5-6)
• Conduct an environmental scan to assess internal and external factors impacting the agency.
• Collect and analyze data on community health status, trends, policy changes, and other relevant factors.
• Conduct a comparative analysis with regional, state, and national public health trends.
• Produce an environmental scan report summarizing key findings, implications, and recommendations.
5. Incorporation of mission, vision, and values (month 6-7)
• Review the agency established mission, vision, and values statements.
• Ensure alignment with board accreditation requirements.
• Facilitate discussions with stakeholders to ensure the mission, vision, and values are clearly reflected in the strategic plan.
• Document how the mission, vision, and values are incorporated into the strategic plan.
6. Strategic priority and goal setting (month 7-8)
• Facilitate workshops with agency leadership, staff, and community partners to identify and prioritize strategic priorities and organizational goals.
• Use data from the environmental scan and stakeholder engagement to inform goal setting.
• Clearly define strategic priorities, long-term goals, and specific objectives.
• Ensure all goals and objectives are specific, measurable, achievable, relevant, and time-bound (smart).
7. Plan development (month 8-9)
• Draft the strategic plan, ensuring it includes all key components as outlined in county guidance.
• Incorporate smart objectives, strategies, performance measures, and timelines for each strategic priority.
• Conduct review sessions with stakeholders to gather feedback and refine the draft.
• Ensure all content is clear, actionable, and aligned with accreditation requirements.
• deliver a second draft of the strategic plan for review by agency leadership and stakeholders.
8. Implementation plan (month 9-10)
• Develop a detailed implementation plan that includes timelines, roles, responsibilities, and resources required for each strategic priority.
• Ensure the plan addresses capacity needs, staffing, technology, and resource allocation.
• Identify potential risks and mitigation strategies.
• Conduct an implementation readiness assessment to ensure agency capacity to execute the plan.
• Deliver an implementation plan document to guide the roll-out and execution of the strategic plan.
9. Monitoring and continuous improvement (month 10-12)
• Develop a monitoring and evaluation framework to track progress and measure success.
• Establish key performance indicators (KPIs) and performance metrics for each strategic priority.
• Design a continuous improvement process to assess the plan’s impact and effectiveness.
