The vendor is required to provide high level tourism development strategy plan services for include:
• Analysis of current context
• Community and stakeholder engagement
• Gap analysis and opportunity identification
• Draft tourism development strategy
• Public consultation and feedback
• Final reports and deliverables
1. Analysis of current context
• Review the following plans as they relate to tourism and development opportunities:
o Town of high-level municipal development plan
o 2013 tourism development strategy
o Residential, commercial and industrial needs assessment
o Town of high-level branding guidelines
• Meet with town administration to gather input on current tourism opportunities.
• Analyze the existing tourism development strategy and available data.
• Examine regional and national industry trends relevant to high level.
2. Community and stakeholder engagement
• Develop and execute an engagement strategy (including elements relevant to task five)
• Conduct virtual targeted stakeholder meetings or surveys with:
o Town council
o Municipal staff
• Conduct one (1) virtual public survey.
• Compile and submit an engagement summary report
3. Gap analysis and opportunity identification
• Based on the findings from tasks one and two, identify gaps in current 2013 tourism strategy
• Highlight opportunities that align with:
o The town’s municipal development plan
o Market conditions and regional trends
4. Draft tourism development strategy plan
• Prepare a draft tourism development strategy that includes strategic goals and corresponding strategic recommendations.
• Present draft tourism development strategy to council
• Ensure recommendations support improvements in policy planning for:
o Updates to the municipal development plan (MDP)
o The development of an area structure plan (asp) for the annexed area
5. Public consultation and feedback
• Prepare presentation boards with the following information at minimum:
o Overview of the project
o Summary of findings from previous tasks
o Draft strategic goals and recommendations
• Have 1-2 team members jointly host a public in-person information session with 1-2 town staff at town hall.
• Create and deliver a virtual survey of the information presented at the session for those who were unable to attend.
• Produce an engagement summary report.
6. Final reports and deliverables
• Compile findings into a final report that includes:
o Summary of tourism industry context and trends
o Vision and guiding principles
o Gaps and opportunities assessment
o Stakeholder engagement summaries
o Strategic goals and associated recommendations.
