The vendor is required to provide public works campus master plan study will evaluate existing facilities, infrastructure, and site logistics while identifying opportunities for modernization, expansion, and improved operational efficiency.
1. Project initiation and programming
• Conduct site visits to verify existing conditions of all buildings and infrastructure.
• Facilitate meetings and workshops with leadership and staff to establish project goals, priorities, and operational needs.
• Prepare a program analysis outlining space needs, adjacencies, and functional requirements.
2. Site analysis and logistics
• Assess site circulation for fleet vehicles, staff, and visitors, with recommendations for improvements in traffic flow, safety, and efficiency.
• Evaluate truck barn use for winter plow equipment, identifying potential modifications or reconfigurations.
• Provide civil engineering analysis, including grading, drainage, resurfacing, and existing utility infrastructure.
• Geotechnical explorations and reports will be provided by the county’s pre-approved geotechnical consultant. the selected vendor will be responsible for coordinating with the county’s consultant, including developing the required scope of geotechnical services necessary to support completion of the master plan study.
3. Facility assessments
• Fleet services facility: review preliminary design and integrate into overall campus plan, recommending adjustments as needed.
• Property maintenance and sign shop building: evaluate existing building systems and confirm feasibility of demolition to accommodate the new fleet services facility and opportunities to construct an appropriately sized space to accommodate the needs of this operation
• Vehicle storage building: conduct architectural assessment to determine condition, functionality, and potential upgrades.
• Main administrative building:
o Assess structure, mechanical, electrical, and plumbing systems.
o Develop preliminary design concepts for office modernization, space reconfiguration, and new interior finishes.
o Explore options for creating a first-floor, ADA-accessible conference and training room.
o Study feasibility of repurposing the existing fleet bay and demolishing the south low bay area to support site logistics and space for a new fleet facility.
4. Campus-wide improvements
• Evaluate and plan for replacement of the fueling station, including underground storage tanks, pumps, and canopy.
• Evaluate the recycling center operations and logistics and recommend improvements to assure safe operation.
• Evaluate underutilized space on the campus to support overall plan (e.g., consider underground storm water storage in lieu of existing detention area.
• Provide recommendations for campus-wide site and building security improvements.
• Consider opportunities for sustainability, energy efficiency, and modernization across facilities.
