The Vendor is required to provide to help create the next 10-year agency strategic plan (2026-2036).
- Required elements to review include but are not limited to; logic modeling/road mapping, vision, mission, core values, environmental analysis, goals and initiatives, performance metrics and KPI’s, monitoring and evaluation, risk management, service offerings, capital projects and marketing.
- The Plan shall be informed by and incorporate extensive key stakeholder and public engagement efforts and other relevant, adopted plans, policies, strategies, and goals.
- Strategic Plan is as follows:
• To serve as a strategic planning, management, and policy document for transit operators in urbanized areas;
• To identify areas for improved operational efficiency;
• To assess the type of operating services for different service areas and needs;
• To examine transit needs in order to identify ways to improve access for underserved areas;
• To inform capital, operating and maintenance needs;
• To provide the basis in planning and programming documents such as: the five year strategic plan, program management plan (PMP), statewide transportation improvement program (STIP), transportation improvement program (TIP) and the county public-transit human services transportation plan;
• To provide a clear understanding of unmet or unfunded needs and address the availability of current and future resources to meet program costs;
• To develop and track the progress of short-, mid- and long-term goals for transit in the region;
• To continually aim to improve efficiency and effectiveness of public transportation services;
• To consider policy and legislation impacting relevant technologies.
- This Work Plan shall include required staffing including roles and responsibilities within an organization chart, sample invoice and progress report template, and other administrative items.
- The purpose is to identify various trends and potential disruptors that affect the delivery, utilization, funding, and performance of current and upcoming transit programs and services.
- To achieve this, the Consultants and the strategic planning committee will analyze the key aspects of strategic planning, including environmental scanning, program portfolio, business model, organizational capacity, and project goals.
- A central responsibility of the strategic planning committee is to connect these different dimensions as the work progresses, ensuring a cohesive approach throughout the analysis.
- Addressing the availability of current and future funding resources to meet costs for the transition and implementation.
- Report on current and projected opportunities and challenges that may help or impede the programs or service offerings
