The vendor is required to provide strategic plan (2026–2030) and the integration and update of departmental business plans (2026–2029) into a unified corporate framework.
- Project initiation and background review
• The consultant will review existing strategic and business plans, confirm scope, and develop a detailed project charter and workplan
- Strategic visioning and governance alignment
• The consultant will design and facilitate a strategic-visioning process with council and the senior management team to define the county’s long-term direction and desired community outcomes.
• Sessions will focus on reaffirming or updating the county’s vision, mission, and values, identifying core strategic priorities, and framing measurable corporate goals for 2026–2030
1. Engagement requirements
• At least two facilitated workshops with council (in person).
• One combined session with the senior management team.
• Summary validation session with the officer
- Departmental integration, service-level alignment, and business plan update
• The consultant will update departmental business plans to align with the new strategic plan and extend their horizon to 2029.
• Interdepartmental workshops will identify cross-departmental initiatives, each department’s plan will include key performance indicators (KPIS), identify cross department initiatives and performance dashboards that link departmental outcomes to strategic priorities.
• KPIS shall be designed to support consistent annual reporting, align with existing data sources where available, and be scalable for future integration into county-wide performance reporting systems
• Each department’s plan will include a performance dashboard and linkages to strategic outcomes.

- Community and stakeholder engagement
• The consultant will conduct a targeted yet inclusive engagement process to validate the new council’s strategic direction and ensure the plan reflects community perspectives. engagement will focus on clarity, accessibility, and transparency.
• Activities must include both community-wide and stakeholder-specific opportunities for input

• One online community survey (minimum 2-week duration).
• Two public open house or town-hall-style session (minimum of one in-person).
• One stakeholder session with key partners or organizations.
• Presentation or discussion with at least one council committee members session
- Communication and reporting framework
• The consultant will develop an internal and external communication and reporting framework that keeps the strategic plan and business plans active, visible, and measurable.
• The framework shall define how departmental KPIS are rolled up into corporate reporting ensuring consistent tracking for all stakeholder while ensuring performance monitoring tools aligned with existing county processes
- Draft and final strategic plan
• The consultant will prepare a draft strategic plan (2026–2030) integrating council’s direction, departmental linkages, committee input, and community feedback.
• the consultant will present drafts to the officer, senior management team, and council for Review and refinement, then finalize the plan for adoption and publication.
• The final documents must be professionally formatted and visually engaging, using infographics, charts, and layouts that clearly convey goals, performance measures, and departmental linkages

• Optional staff information session on plan rollout.
