The Vendor is required to provide to a strategic, creative, accessible, and inclusive campaign that reflects county’s diverse urban and rural population.
- This campaign will play a vital role in helping residents feel informed, supported, and confident as they adjust to the new waste management programs.
- To support this rollout, the county is seeking a qualified marketing and communications firm to develop and implement a public education campaign that helps residents understand and adapt to the new programs.
- The campaign should aim to build awareness, foster community buy-in, and encourage long-term participation.
- This includes, but is not limited to, visual identity elements that align with the County’s existing brand identity, print and digital materials, and community engagement initiatives that support a smooth transition and positive public response.
- Ensure residents are fully informed about the upcoming changes to waste collection services, including the introduction of automated carts, weekly organics collection, biweekly garbage service, potential for new waste collection days, and additional hamlets receiving curbside yard waste collection.
- Educate residents on how to correctly use automated carts, sort waste and organics, and follow set-out guidelines to reduce contamination and improve collection efficiency.
- Create opportunities for resident feedback through various means which can include but are not limited to digital platforms, suggestion boxes or other feedback tools to ensure residents are heard and supported.
- Responsibility for campaign planning, content creation, scheduling, budgeting, and strategic recommendations.
- This includes proposing media-specific advertisements, identifying appropriate distribution channels and locations, establishing timelines for release, and recommending frequency of publication.
- This collaboration shall include, but is not limited to, bi-weekly meetings. This ongoing engagement is essential to ensure alignment with County goals and responsiveness to public feedback.
- All communication strategies, branding, educational tools, feedback mechanisms and messaging shall be subject to review and approval by County prior to public distribution.
- Shall remain actively engaged to provide strategic guidance, monitor public response, and recommend/create modifications to the campaign as necessary. In the event of public resistance or underperformance of campaign elements, the proponent shall implement contingency strategies to address concerns and re-engage the community.
- Designing a strategy that educates residents, encourages participation, and supports long-term engagement with the County’s waste diversion goals;
- Creating campaign assets, such as digital, print and radio advertising, documentation for information kits to be provided with cart delivery, assistance with messaging for waste collection calendar, messaging for media releases, review and recommendations for website content;
- Developing a campaign calendar to indicate the frequency, channel and content throughout the campaign in coordination with County;
- Remaining adaptable to factors such as population growth, condominium development, and evolving public sentiment;
- Develop a distinct and recognizable campaign identity that includes but is not limited to, a campaign name, visual assets, and tagline.
- All campaign materials shall maintain a consistent visual identity across print, digital, and physical platforms, including signage, decals, and promotional items.
- Messaging shall emphasize environmental responsibility, the county’s waste diversion goals, the simplicity of sorting waste streams, guidelines for proper set out, acceptable items for the green bin program, cart storage, and the benefits of resident participation.
- The campaign shall also highlight the positive outcomes of the new curbside waste collection program, including, but not limited to, the creation of greener communities, reduced landfill dependency, and improved public health.
