The Vendor is required to provide comprehensive multimedia advertising support services to support public awareness, engaging state, enhancing elector knowledge, and trust in the integrity of electoral events across state and on an as-needed ad hoc basis.
- Ability to support and provide, in partnership with Elections state staff campaign strategy and planning, creative development and production, media planning and buying, and measurement and reporting.
- Campaign Strategy and Planning
• Comprehensive plans supporting several consecutive and concurrent multimedia advertising and informational campaigns, including election officer recruitment, electoral information awareness (electoral changes since last election), register to vote, elector engagement, election integrity, and election event information.
• Creative briefs, blocking charts, timelines, and project plans to support campaigns.
• Create contingency plans for event disruptions and issues.
• Comply with legislated requirements.
• Coordination with existing media relations partner.
- Creative Development and Production
• Clear, accessible information for eligible electors
• Public information advertisements and required announcements
• Produce print, digital, and audio content, copy, and assets in multiple formats across multiple platforms.
• Advertising and creative assets, including photography library.
• Video development and production for advertisements, explainers, and website videos, that can be repurposed in multiple lengths appropriate to platforms.
• Produce mandatory advertising required by legislation.
• Adapt creative appropriately to the specific medium and audience segments.
• Align with elections state brand, writing style, and visual identify guidelines.
• Adapt assets for multilingual audiences, ethno cultural communities and platforms.
- Media Planning and Buying
• Integrated media plan across digital, broadcast, print, and out-of-home to deliver maximum audience reach.
• Campaign blocking charts
• Media buying and scheduling
- Measurement and Reporting
• Establish metrics and targets.
• Analytics reporting for each campaign.
• Environment monitoring.
• Final campaigns performance reporting.
