RFP Description

The Vendor is required to provide creative industry contractors capable of providing high-quality, professional services that support and enhance the City brand, communications and public engagement initiatives.
- The roster will:
•    Ensure access to reliable, skilled creative professionals across multiple disciplines.
•    Maintain consistent brand standards and elevate the city’s visual and narrative identity.
•    Streamline procurement for future projects by identifying contractors who meet the city’s expectations for quality, timeliness, and value.
•    Support the city’s ongoing commitment to effective communication, community engagement and modern digital experiences.
- Work assignments will vary in size, complexity, and duration, and may involve collaboration with city staff or other contracted partners.
- Photography
•    Event, editorial, promotional, and environmental photography
•    Staff portraits and corporate photography
•    Image editing, retouching and formatting for print and digital use
- Graphic design
•    Brand-aligned design for print and digital materials
•    Layout and production of brochures, reports, signage, infographics and advertising
•    Creation of templates and visual assets, consistent with city brand guidelines
- Marketing
•    Campaign concept development and execution
•    Social media content planning and creative asset production
•    Market research, audience insights, and messaging strategy
•    Copywriting for campaigns, digital platforms and print materials
- Public relations
•    Content strategy and creation
•    Media relations
•    Stakeholder engagement
•    Community relations
•    Event management
- Videography
•    Filming, editing, and producing promotional, informational, and event-based video content
•    Motion graphics, animation, and captioning
•    Delivery of video assets optimized for web, social media, and broadcast
- Animation
•    2d and 3d animation for promotional, educational, and public information purposes
•    Animated explainer videos, motion graphics, and character-based storytelling
•    Integration of animation into broader multimedia or marketing campaigns
- Multimedia production
•    Development of interactive or mixed-media content for digital platforms
•    Production of integrated audio-visual experiences, presentations, and digital exhibits
•    Creation of multimedia assets for social media, web, and public engagement initiatives
- Audio engineering
•    Audio recording, editing, and mastering for video, podcasts, events, and digital content
•    Sound design and mixing
•    Ensuring high-quality audio output suitable for public distribution
- Social media content creation
•    Plan and create engaging, accessible, and on-brand content across social media platforms to support organizational goals, campaigns, and community engagement.
•    Translates ideas, stories, and information into compelling visual and written content that resonates with diverse audiences.
- Creative assets
•    Final photography files in required formats
•    Completed graphic design files (print-ready and digital formats)
•    Video files optimized for multiple platforms
•    Audio files meeting quality and technical specifications
•    Animation files (2d/3d), motion graphics packages, and animated sequences
•    Multimedia assets such as interactive modules, mixed-media presentations, or integrated digital content
- Project documentation
•    Creative briefs, storyboards, scripts, or design concepts
•    Strategic marketing and public relations plans
•    Content calendars and campaign reports
•    Animation storyboards, animatics and production outlines
•    Multimedia production plans, asset lists
- They must be able to produce and deliver digital files in recognized industry-standard formats and show a proven ability to meet deadlines while managing multiple projects simultaneously.
- The required services, including having access to appropriate equipment, software, and tools such as cameras, editing platforms, animation programs, and audio engineering equipment.
