RFP Description

The Vendor is required to provide professional ballot measure public outreach consultant services.
- Support the district through the full lifecycle of a potential tax measure, providing strategic guidance and technical expertise, and public outreach support tailored to a rural state community.
- The District is looking for a firm or team of firms with demonstrated success in researching, advising, developing, and implementing comprehensive public education and engagement campaigns related to ballot measures.
- This includes conducting stakeholder and community education and outreach and managing pre-ballot measure communication efforts.
- Key responsibilities include:
•    Designing and executing inclusive public outreach and education campaigns
•    Navigating legal and regulatory requirements
•    Coordinating communications with stakeholders throughout the process
- Research and Development
•    The suitable firm will be able to demonstrate the ability to effectively understand District needs and priorities, and continuously and clearly communicate technical detail with the District staff for the duration of the project. 
•    The successful firm should provide overall strategic direction for the project from beginning to end. Management of the project should include a kickoff meeting and regular status updates to track the progress of an initial feasibility study, project deliverables, and other significant milestones and creation and management of project timelines will be crucial.
•    All communication with the electorate will be professional and easy to follow. 
•    Consultant will assist the District’s financial team to provide thorough and comprehensive analysis of the preliminary data to best convey the details to voters in a clear and comprehensive manner.
- Education, Marketing, and Technical Services
•    The consultant shall demonstrate a high level of expertise in designing, structuring, and implementing a comprehensive, cohesive, and strategic public education and outreach plan. 
•    The consultant will be responsible for leading the development and execution of this plan, ensuring consistent messaging and effective community engagement throughout the duration of the campaign. 
•    The consultant will take a proactive role in managing all aspects of the public education effort and will provide strategic and legal guidance to ensure that all outreach activities align with the goals and parameters outlined in the approved plan. 
•    The consultant must be proficient in a variety of outreach channels, including direct mail, websites, social media platforms, and other digital and in-person communication methods.
