Aerial Photography Services

The vendor required to provide aerial photography, specifically the acquisition of high resolution, 4-band true color, and near infrared digital ortho imagery and production of digital orthophoto quarter quads (DOQQ) for various coastal restoration projects in state.
- Acquisition of source imagery
1. Airplane: 
•    The airplane to be used shall be entirely capable of stable performance at the necessary altitude and air speeds. 
•    It shall be equipped with all essential navigation and photographic instruments and accessories, all maintained in proper operating
•    Condition during the period of the contract, and all subject to the approval of the authority contract manager. 
2. Special acquisition conditions: 
•    Imagery shall be acquired between 10:00am and 3:00pm state to minimize shadow conditions. Optimum time of digital photo acquisition is when solar altitude is not less than 35 degrees. 
•    Imagery shall be acquired only under conditions free from clouds and cloud shadows, smoke, haze, light streaks, snow, foliage, flooding, and excessive soil moisture, except with the permission of the authority contract manager. 
•    Sun reflectance from water shall not obscure shorelines or land surface features. 
•    The extent of image coverage over the project area shall be sufficient to ensure void areas do not exist in resulting quarter quad orthophoto tiles. 
3. Supplemental ground control: 
•    Differentially corrected GPS ground control used to supplement the airborne GPS positional adjustment shall be stored on portable media, in a non-proprietary format mutually agreeable to authority and the contractor. 
•    No ground control is being provided to the contractor, other than a project diagram. 
•    The contractor shall obtain control sufficient to satisfy the accuracy requirements for this scale of product. 
•    The contractor shall incorporate available national geodetic survey (NGS), continuously operating reference stations (CORS) and online positioning user service (OPUS) and height modernization network into the horizontal and vertical control management of the over flight coverage area.
4. Photography supplemental report: 
•    A photography supplemental report of all the imagery flown shall be produced for the project.  The report shall show the flight line numbers and exposure station numbers.  
•    The contractor shall produce, in softcopy format, a flight diagram plot which illustrates the project area outline, image identification, and approximate location of image centers. 
•    Exposure numbers appearing on the flight diagram shall match exposure numbers of the image title.
- Digital orthophoto production
1. Aero triangulation data: 
•    Aero triangulation data used in the orthorectification process shall consist of refined plate coordinates and adjusted ground coordinates. 
•    Statistical report of aero triangulation summarizing the results of the block adjustment. 
2. Digital orthorectified image datum: 
•    Digital orthorectified images shall be referenced to north american datum 1983, universal transverse Mercator (UTM) zones 15 or 16, meters. 
3. Digital orthorectified image color: 
•    Images shall be 4-band true color and near infrared. 
4. Ground resolution: 
•    Digital orthorectified image ground resolution (pixel size) shall be 0.3 meters
5. Digital orthophoto characteristics: 
•    Relative join (misalignment) of transportation features between adjacent image chips and tiles shall not exceed one meter. 
•    Ortho imagery shall be tonally balanced to produce a uniform contrast and tone across the image tiles of the entire project. 
•    Changes in color balance across the project, if they exist, shall be gradual. 
•    Abrupt tonal variations between tiles are not acceptable.  
•    Building tilt shall be corrected to the extent that transportation features are not obscured.  
•    Ground features appearing in the ortho imagery, such as building rooftops, water towers, and radio towers, shall not be clipped at seam lines or between individual tiles.
