The Vendor is required to provide an open and transparent call for proposals from parties interested in acquiring and developing the port dover public works yard waterfront property as a community asset.

• Other interested parties able to demonstrate a viable proposal for the site
- Ownership and operating models
1. Full transfer of ownership (preferred)
• Successful proponent acquires property
• Organization assumes all costs (acquisition, environmental remediation, demolition, development, ongoing operations)
• Organization maintains full control and responsibility
2. County retains ownership with community operation
• County retains legal ownership
• Community organization operates facility and provides all programming
• Organization assumes 100% of capital costs (environmental remediation, demolition, development), X
• Organization assumes 100% of ongoing operating insurance, programming, etc. costs maintenance, utilities,
• Long-term lease or operating agreement established
3. Alternative models
• Respondents may propose alternative ownership and operating structures
• Achieves the community asset objective
• Eliminates county's financial and operational burden.
