The Vendor is required to provide Enfield secondary planning strategy is supported by the 2025 agency strategic plan.
- Desktop and land survey analysis:
• Study area boundary delineation: the boundary for the agency settlement growth reserve area (GRA) was developed as part of the 2000 agency official community plan.
• The study area expands past the GRA boundary and the consultant shall review this study area boundary and where appropriate propose amendments to the boundary, including providing mapping.
• The consultant will use any datasets they have available and which are included in their proposal to identify constraints and opportunities to the future development of land within the study area and to support any amendments to the study area boundary.
• The datasets should include but not be limited to topographical and floodplain mapping.
• Provide recommendations on further work or studies that east agency should consider undertaking to further understand constraints or opportunities regarding development of the secondary planning strategy study area.
• The ‘desktop and land survey analysis’ phase shall be submitted as a written report style document with mapping included, where appropriate, to demonstrate findings.
- Needs and market evaluation
• Landowner and community engagement: most of the land within the growth reserve area and the larger study area is in private ownership, therefore, as part of the secondary planning strategy the consultant will create an opportunity for land owners and also the local community to provide comments on the future development of the study area.
• The consultant will host engagement opportunities which will include:
o An in-person evening event for both land owners and the general public to be held in agency; and
o A survey which will be provided online but also available in print format.
o The consultant will create the survey in consultation with municipal staff.
• Following the landowner and public engagement, the council workshop and the staff workshop the consultant shall prepare a summary of the feedback received.
• Market outlook: the consultant shall summarize the market outlook for future residential and commercial requirements.
• The market outlook shall use data already available, providing quantitative data per industry standards.
