- Requirement:
1. Investment attraction marketing plan development
• Develop sector-specific investment attraction marketing plans that identify the most effective approaches to reach target investors and site selectors.
• Develop clear, consistent, and compelling messaging that communicates the city's investment value proposition, aligned with existing strategic foundations.
• Tailor messaging to key investor audiences, including but not limited to investors, developers, site selectors, businesses, and investment attraction partners.
• Audience and stakeholder target analysis and breakdown.
• Investment attraction marketing plan (Microsoft word and editable format), including but not limited to:
o General industry and sector specific marketing strategies and priorities
o Investment attraction positioning statement and value proposition framework
o Messaging pillars aligned with target sectors and key audiences (e.g. Site selectors, developers)
o Investor facing narrative and proof points
o Audience specific messaging guidance
o Positioning statement and value proposition for investment attraction
2. Tactical media plan content planning
• Recommend domestic and international target regions where appropriate.
• Provide justification for each recommended tactic or channel, tying actions directly to sector
• Specific goals and investor engagement.
• Identify partnership and collaboration opportunities with industry, regional, and investment attraction organizations.
• Identify specific target audiences (both industry and stakeholder groups)
• Identify and recommend marketing channels.
• Channels may include (but are not limited to):
o Traditional and digital advertising
o Website and digital content
o Social media
o Investor outreach activities
o Trade shows and conferences
o Industry partnerships and engagement
• Tactical and media and content plan (as part of the investment attraction marketing plan), including:
o Channel recommendations by sector and audience
o Rationale and objectives for each channel
o High-level content themes and use cases
o Recommended target regions (domestic and international)
o Partnership and outreach opportunities.
3. Implementation planning and performance measurement
• Identify priority initiatives and sequencing.
• Define recommended timelines, roles, and responsibilities.
• Identify internal resource requirements.
• Establish a performance measurement framework aligned with economic development outcomes.
• Implementation plan, including:
o Priority actions and
o Recommended timelines
o Roles and responsibilities
o Resource requirements
• Measurement and evaluation framework include:
