The Vendor is required to provide to facilitate the development of a comprehensive strategic plan for the 2027-2030 council term.
- The strategic plan will establish a clear long-term vision, define strategic priorities, guide decision-making, align resources, and support organizational accountability.
- Requirement:
1. Project initiation
• Confirm project scope, roles, and timelines
• Develop a detailed project charter, milestones, and general engagement approach
• Refine and launch municipal service satisfaction assessment survey
2. Background research and environmental scan
• Review and synthesize feedback from previous engagement sessions
• Identify topic areas and internal and external groups requiring additional engagement
• Develop consultation plan and approach
• Conduct an environmental scan of current and anticipated trends, forces and pressures (e.g. Population trends, housing market trends, economic conditions, legislative environment, service demands)
• Assess organizational strengths, challenges, capacity and financial context
• Review performance data and risk considerations
3. Engagement
• Design and lead engagement sessions with city staff and senior leadership, residents, community partners and groups, and citizen expert panels and advisory committees, in accordance with the city's public engagement policy.
• These sessions will focus on topic areas hand groups that been identified in the previous phase as requiring further engagement.
• At least one internal and one external engagement session will focus on arts, culture, and creative industries
• Design and facilitate council workshop
• Ensure engagement methods are inclusive, accessible, cost-effective and appropriate to municipal context
4. Draft strategic objectives and reporting framework
• Confirm continued relevance of existing vision, mission, guiding principles and strategic priorities
• Develop draft strategic objectives that align with strategic priorities and reflect research and feedback
• Consult with council, leadership, staff to test draft strategic plan for clarity, feasibility, and alignment with council direction and legislative responsibilities
• Consult and report back to community through online engagement and public meeting(s)
• Develop draft key performance indicators (KPIs) and targets
5. Final plan and monitoring and measuring framework
• Summarize feedback on the draft strategic plan
• Refine strategic plan in consultation with the staff lead based on comments received
• Refine performance measurement framework
• Develop supporting materials (e.g., executive summary, presentation decks).
