The Vendor is required to provide has engaged a full service advertising agency to provide strategic, creative, production, media, digital, accessibility compliant, and performance measurement services in support of the region’s investment attraction, tourism promotion, and related place branding initiatives.
- The Vendor will be assigned work on a project by project basis, ranging from discrete, ad hoc assignments to larger, integrated campaigns, as directed by the Client.
- Responsible for delivering end to end advertising services, as required, which may include campaign strategy, creative development, production, media planning and buying, digital and web support, accessible design, and performance measurement.
- Services, the Vendor shall collaborate with Region staff and relevant external partners, and shall ensure that all work aligns with the Region’s strategic priorities, approved brand standards, accessibility requirements, and public sector accountability obligations.
- Strategic Planning and Campaign Development
• Translating Client objectives into clear, actionable advertising and marketing strategies;
• Conducting relevant research and analysis, as required, to inform audience targeting, messaging, and channel selection;
• Developing campaign frameworks, creative territories, and high‑level execution plans; and
• Advising on opportunities to maximize impact, efficiency, and measurable outcomes.
- Creative Development and Asset Production
• Creative concepts, copywriting, and visual design;
• Production of assets across digital, print, video, audio, social, and other relevant formats; and
• Adaptation and resizing of creative materials for multiple platforms and audiences.
- Media Planning, Buying, and Optimization
• Developing media plans aligned with campaign objectives and target audiences;
• Purchasing media directly or through approved partner networks;
• Managing and optimizing placements during campaign execution; and
• Providing transparency on media costs and performance.
- Digital, Web, and Technology Enabled Support
• Website or microsite user‑experience design and content support;
• Development or configuration of campaign‑related digital assets or forms;
• Integration with analytics, tracking, or marketing platforms; and
• Testing and validation to support accessibility, usability, and Functionality
- Research, Measurement, and Reporting
• Identifying appropriate metrics aligned with project objectives;
• Monitoring campaign performance during and after execution; and
• Delivering clear, actionable reporting that assesses results, insights, and opportunities for improvement.
- Accessibility and Brand Compliance
• Comply with applicable accessibility legislation and standards;
• Conform to approved region brand and creative guidelines; and
• Be suitable for public‑sector use and distribution.
- Integrated Advertising and Campaign
• Developing and executing multi channel advertising campaigns, which may include a combination of digital, social, print, out of home, video, radio, television, experiential, or other relevant channels. Examples should demonstrate the ability to manage campaigns from initial strategy through creative development, execution, and performance reporting.
