The Vendor is required to provide strategic facilitation and independent review services for include:
1. Strategic planning and approach formulation
• Collaborate with internal pm, manager and working group to understand the context, develop baseline metrics, and nuances of the 2023 budget model principles.
• In collaboration with the internal project team, develop a comprehensive strategic review plan (roadmap) outlining the methodology, evaluation criteria, milestone timeline to meet overarching deliverables for the project, and stakeholder engagement approach.
• Define and issue clear information request guidelines specifying the data, financial reports, and feedback the university internal team is to gather.
2. Data review and deep-dive analysis
• Conduct a thorough review of the data package compiled and presented by the university project team.
• Identify data gaps or areas requiring clarification; issue targeted follow-up requests for deeper metrics where necessary.
• In collaboration with the internal project team evaluate the model against the eight (8) specific budget principles set out by the university in 2023.
• Facilitate consultations with stakeholders and focus groups, incorporating their feedback into the iterative findings presented to the working group that will support presentation to the president’s executive committee (PEC).
• Formulate initial iterative findings to test preliminary directions with the working group and PEC.
3. Reporting and recommendations
• Strategic alignment: identify the model's core strengths and fit for the university's "one university" goals.
• Pros and cons: an analysis of the advantages and disadvantages of each proposed recommendation.
• Financial impact: projections of how recommendations modify budget model allocations and impact faculty bottom lines, including the structural revenue-generation incentives created by these shifts.
• Resource requirements: estimated level of work effort required to implement changes, clearly outlined by internal (university staff / faculty) and external (consulting / vendor) resources.
4. Governance presentation and approval support
• Present drafts of the progressive report stages and final recommendations to the cross-functional working group for review.
• Facilitate dialogue to ensure clarity, address feedback, and finalize the integrated document
• Provide a final deliverable suitable for presentation to the university governing authority for final strategic consideration and formal approval.
