Multilingual Ethno-Cultural Media Monitoring Services

The Vendor is required to provide multilingual and ethno-cultural media monitoring services, which may include:
• Identification and ongoing monitoring of relevant print, broadcast, online, and social media outlets publishing in languages other than English.
• Daily monitoring and reporting, and such additional reporting and analysis as may be directed by the province.
• Timely alerts on emerging, high-risk, or sensitive issues.
• Accurate English-language summaries of relevant content.
• Contextual and qualitative analysis to support understanding of tone, agency priorities, issues, and emerging narratives; and
• Expanded reporting and analysis upon request.
- In performing these services, the contractor shall:
• Provide a daily summary, in English, of content from selected media outlets that are of interest to the province in accordance with the criteria set out by the province.
• Daily summaries must be delivered as a Microsoft word or text attachment via email to an email address(s) designated by the province by 6 a.m. state time each day, from Monday to Saturday.
• A summary should include a descriptive headline, the name of the media outlet, and the date in day-month-year format and a precis of what the story says, including a list of names of agency officials named in the story by title or by given name.
• The estimated number of media outlets scanned daily is fewer than 50.
• The estimated length of a daily summary is approximately three single-sided pages of 12-point double-line spaced text.
• The media outlets to be monitored by the contractor shall include, but are not limited to, those using the following languages: English, Arabic, Cantonese, mandarin, simplified and traditional Chinese, Farsi, French, Hindi, Korean, Punjabi, Somali, Spanish, Tagalog, Ukrainian, Urdu and Vietnamese.
• Any media outlets to be monitored by the contractor may have content in more than one language.
• Recommend additional languages and may advise on the entire slate of languages if recommending changes.
• The province will determine (1) the scope and range of media outlets to be monitored and reviewed and (2) the criteria to be used to determine content of interest to the province.
