1. Analysis of existing tourism assets and visitor services:
• Conduct a comprehensive inventory and assessment of the town's tourism-related assets, amenities, facilities, accommodations, events, attractions, recreational opportunities, cultural and heritage resources, visitor services, and supporting infrastructure.
• Identify strengths, gaps, constraints, and opportunities impacting tourism growth and visitor experience development.
2. Market and visitor analysis:
• Assess current and emerging tourism markets relevant to the city.
• Analyze visitor trends, travel patterns, tourism demand, visitor demographics, seasonal trends, spending patterns, and regional tourism activity.
• Review available tourism data and identify gaps in existing business intelligence and performance measurement.
3. Industry and economic trends
• Review broader tourism and economic development trends affecting rural communities, agri-tourism, event-based tourism, and sports tourism and visitor expectations.
• Identify tourism sectors and experiences with the greatest growth potential for the city.

1. Stakeholder consultation:
• Undertake a stakeholder and community engagement program to inform the tourism study and strategy.
• Engagement activities should include interviews, workshops, surveys, or groups with local businesses, tourism operators, event organizers, agricultural producers, community organizations, indigenous communities where appropriate, municipal staff council and residents to ensure the strategy reflects local, opportunities, challenges, and service gaps related to tourism development and visitor attraction.
