The Vendor is required to provide subscription-based compensation data platform and related services, which may include, but are not limited to, the following:
1. Compensation data access:
• Base salary,
• Total cash compensation,
• Incentive pay where applicable,
• Market percentile data (e.g., 25th, 50th, 75th),
• Geographic market comparisons,
• Industry sector benchmarking,
• Public and private sector compensation comparisons when available, and
• Coverage that includes state court systems and other relevant public-sector entities.
2. Job benchmarking:
• Job descriptions and titles,
• Aggregated job posting data locally, regionally, and nationally throughout all labor markets, which has a filter for industry specific (e.g. Public-sector),
• Evaluated job scope and responsibilities, and
• Matched internal positions to market benchmark jobs.
3. Public-sector and judicial focus:
• Access to a comprehensive compensation database that includes salary data for judicial and public-sector positions,
• State and local government roles,
• Judicial and quasi-judicial positions, and
• Public leadership and constitutional officer positions, where appropriate.
4. Platform and accessibility:
• The office desires the following:
o Secure online access to the database,
o Role-based or multi-user access,
o Search, filter, export, and reporting capabilities, and
o The ability to export data into commonly used formats (e.g., excel, csv).
• The office desires a platform that includes the following features:
o Allows users to independently analyze and manipulate data,
o Clearly identifies data sources and reporting dates, and
o Provides sufficient transparency to support defensible internal analyses.
• The office prefers solutions that do not require proprietary software installations beyond standard web access.
5. Data transparency and methodology:
• Data collection methods,
• Validation and quality control processes,
• Frequency of updates,
• Treatment of incomplete or estimated data, and
• Methodology for classifying and aligning comparable positions.
6. User support and training:
• Initial orientation or training for designated judiciary users,
• Ongoing technical support during normal business hours (i.e., 8:30am-5:00pm Est),
• Documentation or user guides, and
• Notice of significant platform updates or data changes.
7. Additional services:
• Customized benchmarking tools,
• Legislative reporting templates,
• Market alerts, and
• Periodic analytical summaries.
