The Vendor is required to provide capital campaign feasibility study will identify potential funding partners, donors, partnership strategies, challenges and other issues or roadblocks for the city to consider before embarking on fundraising initiatives.
- Capital campaign feasibility study
• Assess the organizational readiness of the city to run a capital campaign (e.g., staffing capacity, past fundraising experience, business case, approved project budget, etc.).
• Develop a draft case for support.
• Develop a prospect list in collaboration with city, council members, and community leaders and stakeholders.
• Complete stakeholder and donor interviews.
• Determine the potential donor perceptions of the project and test the basic planning assumptions with them regarding the municipality’s level of public trust and organizational capacity in this area.
• Determine and evaluate the potential donor and philanthropic interest (e.g., likely gift ranges, number of leadership gifts, overall fundraising capacity, prospect gaps, and opportunities, etc.).
• Determine the availability of strong campaign leadership and effective volunteers.
• Conduct an external scan and identify factors that could influence the outcome of the campaign
• Prepare a capital campaign feasibility study report (editable pdf version).
• Prepare an accompanying PowerPoint slide deck which will be used for a presentation to council.
• Deliver a minimum of three (3) updates to council or to the recreation committee.
- Campaign plan
• Create a realistic and achievable detailed plan.
• The plan should include the methodology, phases, senior staff requirements and expectations, costs and timelines of the campaign, how progress updates will be provided, and communication methodologies.
• Prepare a final plan (editable pdf version) and a PowerPoint slide deck which will be used for a presentation to council.
• Deliver a minimum of two (2) updates to council or to the recreation committee.
- Campaign implementation
• The city intends to use a stage-gate approach for this project whereby it will complete an internal evaluation of the capital campaign feasibility study and plan once they are completed.
• The city will assess its level of readiness to implement the plan based on its budget, the outcomes of the study, administrative readiness, and project readiness as well as other emergent factors.
• The city reserves the right to continue to the implementation stage using the same consultant or consulting team, or it may choose to go to the market to receive competitive bids.
• Should the city determine that it wishes to continue to the implementation stage using the same consultant or consulting firm, it will require that the consultant or consulting team further refine its campaign plan and costs based on emergent needs throughout the process.
• A new project proposal would be required based on an agreed, and a second interview will also be required prior to finalization of a new contract.
