The Vendor is required to provide historic tourism feasibility study is to determine whether town has the potential to successfully develop, market, sustain, and expand a historic tourism program.

1. Inventory and study of historic assets
• Current ownership and operational structure
• Physical condition and preservation needs
• Visitor readiness and interpretive capacity
• Accessibility and ADA considerations
• Potential for adaptive reuse, enhanced interpretation, or expanded programming
• Opportunities for integration into a cohesive visitor experience
• Benchmarking metrics against comparable jurisdictions
• The demand and developmental strategies for a visitor center
2. Short- and long-term staffing and compensation planning
• Recommended staffing structure for initial (short-term) and future (long-term) phases
• Position descriptions and roles and responsibilities and incorporate any proposed positions into the town’s human capital report
• Compensation benchmarks based on comparable jurisdictions
• Organizational placement and governance considerations
• Volunteer and partnership models, where applicable
• Develop a funding strategy that includes grant identification and guidance on eligibility across state, federal, and private funding sources
• Conduct visitor demand forecasting and economic impact modeling, including estimates specifically tied to investments in historic tourism
3. Grounds, facilities, and maintenance cost projections
• Routine maintenance and preservation costs
• Grounds keeping and landscape management
• Facility improvements and adaptive reuse investments
• Visitor amenities (restrooms, signage, lighting, pathways, parking, accessibility improvements)
• Museum or interpretive center development costs, if applicable
4. Tourism development strategy
• Interpretive programming and storytelling themes
• Tours, exhibits, and event development
• Public-private partnerships and regional collaborations
• Visitor amenities and experience enhancements
• Integration with existing economic development and corridor initiatives
• Opportunities to leverage proximity to regional attractions
• Phased implementation plan with 1,3, and 5 year roadmap and prioritization matrix
5. Tourism marketing strategy
• Target market identification and segmentation
• Brand positioning and key messaging themes to include development of a historic identity and narrative for town in partnership with the town’s branding consultant
• Digital presence and content recommendations
• Partnership and cross-promotion strategies
• Packaging and itinerary development
• Seasonal programming considerations
• Performance metrics and evaluation benchmarks
6. Optional or additional services (may be proposed as add-ons)
• Comparative market analysis and benchmarking against similar historic communities
• Sustainability and preservation best practices
