The Vendor is required to provide consultant to conduct a comprehensive citywide classification and compensation study for the city.
- The study will evaluate the City’s current job classification structure and compensation system and provide actionable recommendations that support internal equity, market competitiveness, and long-term sustainability.
- Project Initiation
• Conduct a kickoff meeting with City leadership, Human Resources, and key stakeholders
• Confirm project objectives, methodology, timeline, and deliverables
• Review existing job descriptions, organizational charts, compensation data, and HR policies
- Classification Analysis
• Review and analyze all job clarifications across City departments
• Conduct job analysis using questionnaires, interviews, and/or focus groups as needed
• Identify classification inconsistencies, redundancies, outdated roles, and alignment issues
• Recommend updates to job descriptions to ensure accuracy, consistency, and compliance.
- Compensation Analysis
• Evaluate the City’s current compensation structure and salary ranges
• Conduct external market benchmarking using comparable public-sector organizations
• Assess internal equity and identify pay compression or competitiveness gaps
• Analyze fiscal impacts of recommended compensation adjustments
- Recommendations
• Develop a revised classification framework and compensation structure
• Provide implementation options, including phased approaches and cost estimates
• Identify policy or procedural changes needed to support recommendations
- Training & Knowledge Transfer
• Provide training to Human Resources staff on maintaining and administering the classification and compensation system moving forward
• Deliver tools, guidelines, and documentation to support ongoing job evaluations, market updates, and internal equity reviews
