The Vendor is required to provide to design and administer a large scale, regional, household travel survey for the agency study area, which consists of counties.
- The primary goal of the project is to deliver a dataset of the highest possible quality for activitybased modeling purposes.
- The survey will prioritize smartphone-based data collection to support high-quality activity-based modeling data.
- The Consultant shall implement strategies to maximize smartphone app participation while maintaining web-based accessibility options.
- The Consultant shall recommend and implement strategies to encourage smartphone app usage to ensure sufficient data quality and completeness.
- The Consultant will be expected to implement a comprehensive sampling and data monitoring plan to ensure adequate representation of key demographic and geographic groups, including teleworkers, walkers, cyclists, transit riders, and users of new mobility options.
- It provides behavioral inputs the activity-based model requires, including complete household travel diaries, connected trip chains, and household context.
- A comprehensive list of each task and sub-task, a description of the intended approach, methods, targets (e.g., surveys to be completed, performance targets), practices, and other resources used to achieve project outcomes.
- The Consultant will use the contact information of the 2018 survey to develop a re-sampling plan. The panel survey aims to collect data from no fewer than 500 households.
- The Consultant will select the sample using an address-based sampling (ABS) frame, which provides the most complete coverage of households within the survey study area. Households re-sampled from the 2018 survey will be excluded from the general survey sample frame. Census Block Groups (BGs) will be used as the primary geographic unit for sampling.
- Ancillary data will be appended to each address based on information available through MSG. Examples of ancillary data include telephone numbers (with information on telephone type) and a variety of estimated demographic data (e.g., household income, number of adults in the household, etc.). Estimated household income will be appended to the sample frame to support oversampling efforts and to improve the overall quality and representativeness of the dataset.
- The Consultant will develop an oversampling strategy to improve the quality and representativeness of the final dataset in accordance with the objectives of the Sampling Plan. The specific geographies, demographic groups, or travel behaviors targeted for oversampling will be jointly determined by the Consultant and agency, based on findings from the 2018 survey and prior experience.
