RFP Description

The Vendor is required to provide for employee benefits broker services.
- Provide a benefits consultant/broker for the county’s employee insurance benefits and is looking for continuity of services in the rapidly changing area of employee benefits.
- The County is particularly interested in a consultant/broker who can offer proactive, creative, and innovative approaches that allows the County to maintain quality programs and contain/reduce costs.
- Consultant/broker will perform the full range of benefit program services related to the acquisition, implementation, maintenance, analysis, communication and improvement of the County’s employee insurance benefits.

•    Creative cost-containment strategies
•    Plan redesign
•    Alternative funding models, premium strategies
•    Population health strategies
•    Integration with wellness program and employee clinics
- Communications
•    Open enrollment materials
•    Educational handouts
•    Videos or digital content
•    Website or portal content
- Plan Marketing, Negotiation & Contract Management
•    Market, negotiate, and evaluate all health and welfare benefits, including self-funded and full-insured health plans (medical, dental, vision), stop-loss, prescription drug, life, AD&D, disability, COBRA, FSA/HSA/HRA, EAP, wellbeing programs, voluntary benefits, pre65 retiree health and Medicare plans.
•    Review all contracts, renewals, amendments, and performance guarantees for accuracy.
- Data Analytics, Reporting & Predictive Modeling
•    Receipt and analysis of claims data from all plans, wellness program and employee health clinics 
•    Regular reporting/analysis of plan performance, coordination of meetings with vendors 
•    IBNR analysis and recommendations 
•    Fully insured equivalent analysis and recommendations (all plans) 
•    Provide options and strategies to address increasing health plan costs and sustainability to include: Plan design, contribution strategies, pre65 retiree health plan, cost containment programs, funding options
- Strategic Planning & Annual Work Plan
•    Develop an annual and multi-year strategic benefits plan with objectives, timelines, metrics
•    Provide a renewal and budget timeline
•    Recommend long-term strategies and innovations
- Employee Communication, Education & Engagement
•    Provide plain-language, ADA-compliant, multi-format communications.
- Employee Health Clinic & Total Wellbeing/Wellness Integration
•    Integrate wellness programs and the Employee Health Clinic into overall health plan strategy.
•    Evaluate ROI and data.
•    Recommend programs that align with wellbeing strategy.
