The vendor is required to provide IT services to support its housing choice voucher program (HCV), low-income public housing (LIPH) program and its state of moderate rental program; make strategic improvement recommendations; provide assistance in the implementation of those recommendations; undertake and manage IT related projects.
1. Conduct full-scale and comprehensive needs assessment for IT services based on authority current state and its technical and management needs to meet the described goals and provide recommendations for implementation.
a. Consultant will obtain an understanding of key business operations, the IT environment, new and on-going IT initiatives, key data information flows, and IT risk management infrastructure such as policy, procedures, and organization.
b. Consultant will analyze and evaluate the quality of processes, routines, and controls of the following general IT processes:
• Organization and management of IT operations
• Local area networks infrastructure
• Application development and maintenance
• Computer operations and disaster recovery plan
• IT application, network and infrastructure security
• System access control. assessment should include, but not be limited to, evaluations specific to the following functions:
o IT structure within organization
o Change control process and accompanying documentation
o User id and password management and logical access controls
o local area network (LAN) and wide area network (WAN) management
o Network, system, and application security control
o Cryptographic systems
o Antivirus systems
o Authentication and remote access infrastructure
o Problem escalation, resolution
o Maintenance and testing
o Assets and infrastructure
o Physical access and environmental controls
o Standards used to evaluate third party vendors
o Standards used in purchasing and maintenance
o Software licensing audit
o Application development, maintenance, application roll out and training
o Security camera and gate and other related systems
c. Implementation and deliverables
• Identify opportunities for improvement and develop practical and cost-effective recommendations for each opportunity identified
• Meet with authority management team to discuss an implementation schedule for identified tasks
• Consultant will provide the following:
o Conduct weekly meeting or as deemed necessary to discuss progress and unique issues that may have surfaced
o Provide a weekly status report illustrating progress to the management team
o Prepare a detailed listing of each of the assessment activities performed by phase, with links to reports and outputs created by all of the tools used during the assessment
o Provide a list of key security measures already in place and depiction of the network environment that was assessed, including reliability of hardware, software for secure/reliable data storage
o A list of the IT issues identified, the risk they pose, and recommendation for improvement
o Identify opportunities for improvement and develop practical and cost-effective recommendations for each opportunity identified
o Consult with management to exchange information, present new approaches, and assist with the utilization of technology to meet business goals
d. The assessment completion date shall be within two months following contract signing
2. General service and support
• Assist in price estimation, solicitation and vendor contract negotiations for all equipment, software, and other related IT purchases
• Provide technical assistance (help desk) to authority on an on-call basis for all service levels, roll out projects and provide emergency or back up information technology services to authority management and users
• Assess and anticipate potentially unidentified technology projects and recommend appropriate action and resources
• Assist in the planning and implementation of strategic and tactical goals, policies, and procedures for the IT department
• Present training opportunities, current materials and other related information necessary to keep staff up to date with IT implementation projects
3. Project management and implementation services to include, but not be limited to:
• Full implementation of microsoft 365 suite
• Migrate server infrastructure to managed data center solution
• Migrate authority from current server-based ERP to cloud-based ERP.
• Authority will solicit for cloud-based ERP simultaneously with or soon after this solicitation
• implement training program for authority staff to keep up with and gain mastery over implemented IT projects
• Review/revise/implement retention strategy for files & email
• Create business continuity management program and incident response plan
• Implement single sign on, password management, and self-service password reset
• Investigate document management solution and process for paper to digital migration, assist in solution procurement and assist in solution implementation
• Implement vehicle GPS tracking devices
• manage and implement website design and development to include payment and information portals for landlords and residents, resident engagement and communication functionality.
