The vendor is required to provide comprehensive substitute employment services to meet the district’s instructional staffing needs.
- Instructional staffing shall include but is not limited to, substitute teachers, paraprofessionals, counselors, assistant principals, principals and any other staffing positions primarily related to instructional staffing.
- Support staff positions may include RNs, bus monitors, child nutrition workers and custodial workers.
- Awarded contractor shall be responsible for the following:
• Managing a pool of up to 500 substitute teachers and paraprofessionals, with the capability to fulfill up to 120 daily substitute requests.
• Recruit, interview, select, train, and hire all substitutes as well as deploy them to the district on an “as requested” basis.
• Employing effective recruitment strategies to maintain an adequate pool of qualified substitutes to include conducting thorough background checks and eligibility screenings in compliance with all applicable employment laws and district requirements.
• Screenings shall include, at a minimum, the following:
o Ensure substitutes have valid credentials such as degrees and certification as required by the
state department of education.
o Ensure substitutes have identity verified prints (ivp) fingerprint clearance cards.
o Provide background checks of its substitutes prior to hire.
o Email copies of the substitute’s fingerprint clearance card and substitute certificate to the district
prior to substitute arrival for services.
• Implementing and maintaining a robust system compatible with the district's red rover absence management platform to facilitate substitute requests, placements, and data reporting.
• Proposed system should allow for detailed tracking of substitute utilization, including, at a minimum, location, reason for absence, dates, times, and fill rates in real time.
• Utilizing an automated timecard system in which substitutes can verify their time worked
• Customization of substitute and customer preferences will be a key feature of the service, allowing for geographical, school-specific, grade level, and subject area preferences, as well as accommodating exclusions based on performance reasons.
• Generating invoices and detailed reports based on approved time worked by substitutes, absence reasons, and district employee information.
• Managing all concerns from allegations of substitute misconduct and incidents that occur throughout the contract.
• Providing and managing all worker’s compensation for its employees as well as reporting requirements.
- Proposed substitute staffing services shall include coordinating training for district-specific systems and technology, as well as providing education-specific training to substitutes.
- This training should cover classroom management, discipline techniques, and other relevant educational skills.
- Special attention will be given to training for special education and alternative education program substitutes.
- Provide comprehensive employee benefits for substitutes and education on critical topics such as sexual harassment prevention, blood-borne pathogen safety, and state-required compliance materials.
- Awarded contractor will also be responsible for maintaining appropriate insurance coverage and indemnification to protect the district from potential litigation related to substitute staffing services.
- Provide training to district staff on the use of their automated scheduling system for substitute teachers and paraprofessionals.
- Provide customer service support for substitutes and school staff as needed.
